In 1914 Frank H. Knight switched from graduate work in Philosophy to Economics at Cornell where he studied under (among others) Alvin S. Johnson and Allyn A. Young. His handwritten notes (on index cards) for his courses then can be found in his papers at the University of Chicago archives. These note-cards provide a fairly complete record of the economics training available provided at Cornell at that time. We will have occasion in future postings to refer to those notes, so that I thought it would be useful to post here (i) a transcription of the Cornell economics program as of 1914/1915 (embedded within “Political Science”) along with (ii) a list of the courses offered and (iii) nano-c.v.’s for the faculty.

A graduate student in economics should have studied at least the equivalent of elementary courses in economics, economic history, politics, and social science. If he has not done this, he should take such elementary courses as early as possible; he will not ordinarily be allowed to present any of them as partial fulfillment of the requirement for a major or minor in any branch of political science. He should also have sufficient knowledge of French and German to be able to read necessary works in either language.

The work in political science in the President White School of History and Political Science falls into five divisions: economics, politics, statistics and social science, finance and distribution. These divisions aim to bring their work into close relationship with social, political, and business life. The members of the Faculty seek to keep in touch with the practical as well as the with purely scientific aspects of the problems treated, and have among their interests the preparation of students for positions in business and in public service. In statistics and social science, work is offered mainly in statistics, but to some degree also in the less definite field of social science. The statistical method has been found of especial service both in developing a scientific and judicial attitude and in bringing out many facts about social life not discoverable in any other way. After the introductory course in social science, an advanced course is open which deals with the dependent or semi-dependent classes and the care for them exercised by society, in part through governmental agencies and in part through private philanthropy.

In economics and distribution, a graduate course is offered in the theory of value and distribution, which is designed to familiarize the student with the main currents of contemporary economic thought. For undergraduates are offered courses covering the history of economics, the more general economic aspects of the labor problem, the history and theory of socialism, and the organization and methods of socialistic parties.

In economics and finance, a research course is offered to graduate students which is designed to afford training in the appropriate methods of investigation and to give familiarity with the fundamental sources of information. Other courses in this field open to graduates cover the more important economic aspects of both public and private finance.

This group uses two laboratories and several class rooms in proximity to each other and to the four division offices and one general office, an arrangement which has greatly facilitated intercourse between teachers and graduate students as well as among graduate students themselves. In the political science seminary room at the University Library and in the various offices and laboratories occupied by these departments, numerous publications in politics and in economics, such as market letters of leading brokers and technical business journals, are accessible to advanced students. The laboratories for classes in statistics and finance are supplied with standard and current books dealing with these subjects and with various mechanical devices for simple statistical processes and for securing a graphic and effective presentation of results. In the closely related subject of rural economy or agricultural economics, courses are offered dealing with the general economic and social problems of the open country arising from the growing complexity and intensity of agriculture and its relation with commerce, manufacturing, and transportation.

One teaching assistantship yielding $500 and tuition; three fellowships, two yielding $500 and one yielding $600; and two assistantships, each yielding $150 are filled each spring.

An introduction to economics including a survey of business organization and corporation finance; principles of value, money, banking, and prices; international trade; free trade and protection; wages and labor conditions; the control of railroads and trusts; socialism; principles and problems of taxation. A special course for seniors in mechanical engineering. Not open to students in other colleges. Production and distribution of wealth, emphasizing particularly the financial or practical view instead of the theoretical. Lectures, textbooks, readings, and class discussions.

A general introduction to the study of political science with special reference to American government and politics. Lectures, textbook, class discussions.

A study of the political institutions of the leading European countries with special reference to their relations to present political problems in the United States. Lectures, textbook, class discussions.

A study of the functions and problems of city government; the administration of public health and safety; charities and corrections; public works and finance; commission form of government. Lectures, textbook, and reports.

A study of the government of the American State; its relation to local government; the powers and functions of administrative boards and commissions; judicial control.
Lectures, readings, and reports. Each student will be required to make a somewhat detailed study of some particular state.

55a. Elementary Social Science. First term, credit three hours. Course 51 should precede or be taken with this course. Professor WILLCOX. M W F, 9, Goldwin Smith 256.

An introductory course upon social science or sociology, its field and methods, with special reference to the human family as a social unit, to be studied by the comparative, the historical, and the statistical methods.

55b. Elementary Social Science. Second term, credit three hours. Course 51 should precede or be taken with this course. Professor WILLCOX. M W F, 9, Goldwin Smith 256.

A continuation of the preceding course but with especial reference to the dependent, defective, and delinquent classes. Open to all who have taken 55a and by special permission to others.

56a. Elements of Business Law. First term, credit two hours. Professor ORTH. T Th, 11, Goldwin Smith B. Lectures, textbook, quizzes.

A brief survey of that portion of private law which deals especially with contracts, negotiable instruments, agency, and sales.
Courses 56a and 56b are designed primarily to meet the needs of students who contemplate entering business and not the profession of law, and credit will not be given to law students for these courses.

56b. Government Control of Industry. Second term, credit two hours. Prerequisite course 56a. Professor ORTH. T Th, 11, Goldwin Smith B. Lectures, reports, quizzes.

A scrutiny of the policy of governmental control of industry from the legal and political point of view, emphasis being laid on the development of the police power and its application to the regulation of private enterprise.

57a. Lectures on Citizenship. Second term, credit two hours. M W, 12 Goldwin Smith B.

A lecture each Wednesday by a non-resident lecturer and each Monday by a member of the department. The course has been arranged by a committee of Alumni who are actively engaged in civic and social work and who are cooperating in this way with the department. It will follow the same general plan as last year, but the speakers and most of the subjects treated will be changed. Among the subjects presented in 1914-15 will be the Citizen and the Immigrant in America, the Citizen and his Neighborhood, the Citizen and Commercial Organizations, the Citizen and the City Plan.
The course will be under the general charge of Professor WILLCOX. Readings, reports, and essays will be required.

A study of public and quasi-public finance from colonial times to the present. Special attention will be paid to money, currency, banking, tariffs, taxes, expenditures, panics, and war financiering.

60. The American Party System. First term, credit two hours. Prerequisite 53a. Professor ORTH. T Th, 12, Goldwin Smith 256.

A study of the evolution of the American political party; its relations to the machinery of government; election laws; the development of state control over the machinery of party. Lectures, readings, and reports.

[61. Jurisprudence. Second term, credit three hours. Prerequisite 53a, excepting for law students, to whom the course is open. Professor ORTH. Lectures, textbook, and reports.

A study of the classification and development of the principles of law, dwelling especially upon the growth of English and American legal institutions.

62. Business Management. Repeated in second term, credit one hour. Prerequisite courses 51 and 58; or 58 may be taken at the same time. Professor KIMBALL. T Th, 12, Sibley 4.

63. Corporations and Trusts. First term, credit three hours. Prerequisite course 51. Professor YOUNG. T Th S, 11, Goldwin Smith 256.

Deals primarily with the business corporation, with special reference to its economic significance and effects and to the problems of its legal control, concluding with a discussion of industrial combinations.

64. Money and Banking. Throughout the year, credit three hours a term. Prerequisite course 51. Professor YOUNG. T Th S, 10, Goldwin Smith 142.

A discussion of the more important phases of the theory of money and credit is followed by a consideration of selected practical problems, including the revision of the American banking system. Practical work is required in the analysis of the controlling conditions of the money market, of organized speculations in securities, and of foreign exchange.

65a. The Industrial Revolution in England, 1700 to 1850. First term credit three hours. Prerequisite course 51, previously or concurrently, or work in European history. Assistant Professor USHER. M W F, 12, Goldwin Smith 264.

The topography and resources of England, the Industrial Revolution, commercial expansion in the 18th century, the history of the Bank of England, the rise of London as a world metropolis.

65b. Social and Economic Problems of the 19th Century in England. Second term, credit three hours. Prerequisite course 51, previously or concurrently. Assistant Professor USHER. M W F, 12, Goldwin Smith 264.

The course can be followed most profitably by students who have taken course 65a, but it may be elected independently. The history of English agriculture, 1700 to 1907; the poor laws, 1834 and 1909; the coming of free trade, 1776 to 1846; railroads and rate-making; Germany and the industrial supremacy of England.

66a. The Labor Problem. First term, credit three hours. Prerequisite course 51. Professor JOHNSON. T Th S, 11, Goldwin Smith 264.

This course will present a systematic view of the progress and present condition of the working class in the United States and in other industrial countries; sketch the history and analyze the aims and methods of labor organizations; study the evolution of institutions designed to improve the condition of the working class; and compare the labor legislation of the United States with that of European countries.

66b. Socialism. Second term, credit three hours. Prerequisite course 51. Professor JOHNSON. T Th S, 11, Goldwin Smith 264.

Due attention will be given in this course to the various forms of socialistic theory. Its main object, however, is to describe the evolution of the socialist movement and the organization of socialistic parties, to measure the present strength of the movement, and to examine in the concrete its methods and aims.

67. Problems in Market Distribution. Throughout the year, credit two hours a term. W F, 11, Goldwin Smith 245. Assistant Professor TURNER.

First term: lectures, discussions and assigned readings on the origin, growth and change of middlemen and other intermediaries between the producer and the consumer.
Second term: merchandising, selling, and advertising.

68. Railway Transportation. Second term, credit three hours. Prerequisite course 51. Professor YOUNG. T Th S, 11, Goldwin Smith 256.

The present American railway system, railway finance, theory of rates, methods of public control in Europe, Australia, and America. Some attention is given to the related problem of the control of public service companies.

70. Public Finance. Throughout the year, credit two hours a term. Prerequisite course 51. Assistant Professor BLAKEY. T Th, 12, Goldwin Smith 264.

A study of the principles of government revenue, expenditure and debt, with particular reference to problems of American taxation.

71. Investments. Throughout the year, credit two hours a term. Prerequisite course 51; course 58 should precede or may accompany this course. Dr. SMITH. T Th, 9, Goldwin Smith 245.

An introduction to census statistics with especial reference to the federal census of 1910, and to registration statistics with especial reference to those of New York State and its cities. The course gives an introduction to the methods and results of statistics in these, its best developed branches.

76b. Economic Statistics. Second term, credit three hours. Prerequisite course 51. Professor WILLCOX. T Th S, 9, Goldwin Smith 256. Laboratory, W, 2-4, Goldwin Smith 259.

A continuation of course 76a, dealing mainly with the agricultural and industrial statistics of the United States. Mature students that have not already had course 76a or its equivalent may be admitted by special permission. The course is an introduction to statistics in its application to more difficult fields, such as production, wages, prices, and index numbers.

78a. International Law and Diplomacy. First term, credit three hours. President SCHURMAN and Assistant Professor SABY. M W F, 11, Goldwin Smith 256. Lectures, textbook, and reports. Open to juniors and seniors in Arts and Sciences, to students in Law, and to approved upperclassmen in other colleges.

While this course aims to present a systematic view of the rights and obligations of nations in times of peace and war, it particularly emphasizes our contemporary international problems and the participation of the United States in the development of international law.

78b. Constitutional Government. Second term, credit three hours. Prerequisite course 53a. Professor ORTH. M W F, 11, Goldwin Smith 256. Lectures, textbook, and reports.

A study of the development of the American constitutional system.

A general survey of the more important modern political movements. Ideas and ideals underlying the present political unrest. The different political ideas that have at different times striven for supremacy in American political life. Lectures, textbook, and assigned readings.

This course will center about the accounting problems connected with the regulation of public service corporations, considering especially, with critical analysis, the systems of uniform accounting prescribed by the Interstate Commerce Commission and the New York and other state Public Service Commissions, and the principles of valuation adopted for rate making purposes. Open to graduates and by permission to especially qualified seniors.

 

87. The History of Economic Theory. Throughout the year, credit three hours a term. Professor JOHNSON. T Th S, 9, Goldwin Smith 264.

The main currents of economic theory from the mercantilistic writers to the present day. Chief emphasis will be laid upon the development of the individualistic economic doctrines in 18th century France and England; the conditions, economic and social, upon which they were based; the consolidation of the doctrines in classical economics, and the modifications they have undergone.

88. Value and Distribution. Throughout the year credit, two hours a term. Professor JOHNSON. Th, 2.30, Political Science Seminary Room.

A study of the chief problems of current economic theory. The works of the chief contemporary authorities will be critically studied with a view to disclosing the basis of existing divergences in point of view.
It is desirable that students registering for this course should have a reading knowledge of German and French.

Individual or cooperative investigations of selected problems in money, banking, and corporation finance, in connection with lectures upon the bibliography of the sources and upon the use of the statistical method in such investigations.

Columbia. Report of the Dean of the School of Political Science, 1901

I reproduce here the report of the Dean of the School of Political Science at Columbia University for the academic year 1900-01 in its entirety so we have a fairly complete accounting of the graduate education activities of the entire administrative unit within which the Columbia economics department was embedded at the start of the twentieth century. The document provides enormous detail from course registration totals through seminar participants by name and presentations through the work of those on fellowships and finally to the job placements of its graduates. SIR:

I have the honor to submit the following report of the work of the Faculty of Political Science for the scholastic year 1900-1901. During the year 268 students have taken courses of instruction under the Faculty of Political Science, of whom 18 were women. Of these 68 students were also registered in the Law School, and 13 in the Schools of Philosophy, Pure Science, and Applied Science.

WORK IN THE SEMINARS

Seminar in European History

Professor Robinson. 2 hours fortnightly. 6 members.

The topic treated was the Development of the Papal Primacy to Gregory VII. Each student gave two or more reports on the various phases of the subject, dealing chiefly with the sources.

 

Seminar in American Colonial History

Professor Osgood. 2 hours a week. 27 members.

This course has been conducted as a lecture course and seminar combined. A paper was presented by each of the students and was discussed in the seminar. Among the subjects treated in these papers were:

Royal Charters and Governors’ Commissions;
Royal Instructions to Governors;
Salaries of Governors;
Agrarian Riots in New Jersey from 1745 to 1790;
Pirates and Piracy;
Paper Money in the Colonies;
Career of Robert Livingston;
Relations between the Executive in New York and the English Government;
Policy of the British Government toward the Charter Colonies subsequent to 1690.

A number of papers, also, were presented on subjects connected with Colonial defence.

Mr. Bordwell, the holder of the Schiff Fellowship, worked under the direction of Professor Moore upon his Doctor’s dissertation: “The Development of the Laws of War since the Time of Grotius.” He also took part in the Seminars of Professors Moore and Sloane, presenting a paper in each of these Seminars. He passed, in May, his oral examinations for the Doctor’s degree.

3. James Wilford Garner, Political Science.

Mississippi Agricultural and Mechanical College, B.S., 1892. University of Chicago, graduate student, 1896-99; Instructor in Bradley Polytechnic Institute, Peoria, Ill., 1899-1900. Columbia University, graduate student, 1900-01.

Mr. Garner worked under the direction of Professor Dunning in American Political Philosophy. Professor Dunning reports that his “Study of the Tendencies Manifested in the Amendments of State Constitutions from 1830-1860” is a noteworthy contribution to science. He also attended the Seminar in Constitutional Law and worked there upon the cases decided by the Supreme Court in the interpretation of private rights under the Constitution of the United States.

4. Alvin Saunders Johnson, Economics.

University of Nebraska, A.B., 1897; A.M., 1898. Columbia University, graduate student, 1899-1901; Scholar in Political Economy, 1899-1900.

Mr. Johnson read a paper in Professor Seligman’s Seminar on “The Theory of Monopolies.” He worked also in Professor Clark’s Seminar, and, in consultation with Professor Clark, upon the preparation of his Doctor’s dissertation, “The Classical Theory of Rent.” He passed, in May, his oral examinations for the Doctor’s degree.

5. Thomas Jesse Jones, Sociology.

Marietta College, A.B., 1897. Student at Union Theological Seminary, 1897-1900. Columbia University, A.M., 1899; graduate student, 1897-1901.

Mr. Jones worked under the direction of Professor Giddings upon his Doctor’s dissertation, “A Sociological Study of the Population of a New York City Block.” Professor Giddings reports that this dissertation promises to be one of the most minute investigations of modern city life yet undertaken. Mr. Jones also made the annual revision of the list and description of social settlements in New York City which is regularly expected of a Fellow in Sociology. He passed, in May, his oral examinations for the Doctor’s degree.

6. Ulrich Bonnell Phillips, History.

University of Georgia, A.B., 1897; A.M., 1898. Tutor in History, 1899-1900. Columbia University, graduate student, 1900-01.

Mr. Phillips worked under the direction of Professor Dunning upon a “Study of the Political History of Georgia,” in connection with which he planned to make researches during the summer in the historical collections at Savannah, Atlanta, and other points in the State. Mr. Phillips also presented several papers on various phases of American Political Philosophy in connection with the course on that subject. He also worked in the Seminars of Professors Sloane and Robinson and presented reports in each.

 

7. Jesse Eliphalet Pope, Economics.

University of Minnesota, B.S., 1895; M.S., 1897. Columbia University, graduate student, 1897-1901: Fellow in Economics, 1898-1900.

Mr. Pope, Honorary Fellow, worked in Seminar with Professor Seligman, but took a less active part than he desired, owing to his having obtained a professorship in Economics at New York University. He had, however, passed his oral examinations for the Doctor’s degree in May, 1900, and was busy through the winter in preparing his Doctor’s dissertation.

 

8. Charles Worthen Spencer, American History.

Mr. Spencer worked under the direction of Professor Osgood upon the preparation of his Doctor’s dissertation, the subject of which is “New York as a Royal Province, 1690-1730.” He also read two papers in Professor Sloane’s Seminar, and participated generally in the work of this Seminar. He passed, in May, his oral examinations for the Doctor’s degree.

9. Earl Evelyn Sperry, European History.

Syracuse University, Ph.B., 1898; Ph.M., 1899. Columbia University, Scholar in History, 1899-1900; graduate student, 1899-1901.

Mr. Sperry worked under the direction of Professor Robinson, and besides preparing several reports for the Seminar in European History, completed the first draft of his Doctor’s dissertation upon ” The Celibacy of the Clergy in the Mediaeval Church.” He also passed, in May, the oral examinations for the Doctor’s degree.

11. Albert Concer Whitaker, Economics.

Mr. Whitaker worked in Seminar with Professor Seligman and also with Professor Clark. He made considerable progress in the preparation of his Doctor’s dissertation upon “The Entrepreneur,” and passed, in June, his oral examinations for the Doctor’s degree.

The sale of these monographs and volumes has increased considerably during the past few years and some of the early volumes are now out of print. The foreign demand has also developed to such an extent that arrangements have now been made with agents, both in London and Paris, for placing them upon the European market.

The Political Science Quarterly has continued to prosper. With the close of the year 1900 it completed its fifteenth annual volume. In order to make available for students the great mass of scientific matter contained in these fifteen volumes, a general index has been prepared, to be published in a separate volume. This index will appear during the summer.

Two very successful public meetings of the Academy were held during the winter. The first was addressed by Professor Goodnow, who had served as a member of the Commission to Revise the Charter of New York City. Professor Goodnow presented a careful analysis of the report and recommendations of the Commission. The second meeting was devoted to a discussion of Trusts by Professor J. W. Jenks, who gave the chief results of the investigations made by him on behalf of the Industrial Commission.

The History Club has about thirty members, and, with invited guests, an average attendance of about fifty persons. During the year it has held eight meetings, of which three were conducted solely by the students. At the other meetings papers were read by James Ford Rhodes, Frederic Harrison, Professor Robinson, and Professor George B. Adams.

I reported in 1899 that a number of former students of the School of Political Science had obtained positions either as teachers or in the administrative service of New York State. I have the pleasure now to report that during the past two years a much larger number have obtained first appointments, or have been advanced to better positions, not only as teachers and as state officers, but also in the Federal Civil Service. The lists appended are probably incomplete, but they will serve to show the widening influence of the School. The dates immediately following each name indicate the period of residence in the School.

“To give an adequate economic and legal training to those who intend to make journalism their profession” has always been announced as one of the objects of the School of Political Science; and a considerable number of our graduates have become editors. It is more difficult, however, to keep track of journalists than of teachers and governmental officers, and the only recent appointment in this field of which I have been informed is that of Dr. Roeliff M. Breckenridge, Ph.D., 1894, as financial editor of the New York Journal of Commerce.

Chapter 3
The Development of the Behavioral Sciences at Stanford

I. PRIOR TO THE SECOND WORLD WAR

A. Teaching. When instruction at the University began, in 1891, there were at Stanford only three departments—History, Psychology, and Economics and Social Science—embracing the field of the behavioral sciences. The last of these had three divisions: I. Political Economy, Statistics and Finance; II. Sociology; and III. Political Science. Thus all the present behavioral science departments except Journalism were present in some form or other from the very start. The Economics Department retained its conglomerate character as the haven of incipient departments until the Second World War.

In the next year, 1892, there were added two new departments — Education and Law — which for a period of years were closely related to the original three. The Department of Law was not conceived on a merely vocational basis, but listed among its “ultimate aims” the furnishing of “such instruction in the elementary principles of Anglo-American law as may properly form a part of the education of an American citizen”; the furnishing of “such instruction in commercial law as may be adapted to the needs of those who intend to become merchants, bankers, brokers, etc. or to follow other lines of business”; the providing “for students intending to enter the public service, adequate instruction in public and international law”; and the furnishing “to students of political and social science, training in special branches of law related to such subjects”.1 The Department of Education in its very first year listed at least one course, “Studies on Children”, that was [p. 7] substantially a psychology course, and over the many succeeding years such courses were increased in number and scope as the Department developed into a School.

The “charter members” of the Stanford faculty in the behavioral sciences included at least two eminent figures. Andrew Dickson White, who had been President of Cornell from 1866-1885 and Minister to Germany from 1879-1881, was the first Professor of History. His service at Stanford was interrupted from 1892-1894 while he was President Cleveland’s Minister to Russia and in 1896 while he served on the Venezuelan Commission. The first Professor of Law was Benjamin Harrison, who came to his chair at Stanford immediately on taking his leave of the Presidency of the United States in 1893. The original Professor of Psychology, Frank Angell, continued in his chair until 1921 and was the last of the “charter” faculty in the behavioral sciences to retire. Amos Griswold Warner, first Professor of Economics, had been Superintendent of Charities in Washington, D. C. The stamp of his influence was reflected in the curriculum for most of the years following until the Second World War, particularly in the emphasis on social institutions, on reform and remedial legislation, and on charities and humanitarianism.

Stanford was coeducational from the start; in fact, the first person awarded the Ph.D. degree in the behavioral sciences was a woman, Mary Roberts Smith, who received her degree in Sociology in the year 1896. The first doctorate in any field had been awarded two years before in Geology. In the very first academic year, nine behavioral science degrees were awarded, 8 in History and 1 in Economics and Social Science. There were 63 student majors in the behavioral sciences that year—1 in Psychology, 49 in History, and 13 in Economics and Social Science. At the second commencement 4 students of History and 1 in Economics and Social Science were granted master’s degrees, the first in the departments’ history. The first class to complete four years’ residence, 1894-95, graduated 31 in behavioral sciences: [p. 8] 20 A.B.’s and 1 M.A. in History, 6 A.B.’s in Economics and Social Science, and 4 A.B.’s in Law.

The curriculum of the first year, especially in History and in Economics and Social Science, reflected the major concerns and horizons of that age. The Psychology Department offered only two courses, Elementary and Advanced Psychology. The History Department offered courses in Greek, Roman, and Medieval History, the History of the Christian Church, of the English Constitution, of the French Revolution, of the Pacific Slope, and American Political History — a historical diet confined largely to the history of Western Europe and Anglo-America. The History Department listed three courses for graduate students with this explanation: “The courses offered to graduate students are especially designed to afford a training in methods of historical research, through the use of original materials. The results of such investigations are presented in the seminary, to which these courses are tributary. No attempt, however, is made sharply to separate the undergraduate from the graduate department. Graduates will often find it to their advantage to take courses designated for undergraduates; while undergraduates with adequate preparation may, by invitation of the professor, be admitted to courses primarily designed for graduates.”2 The problem of graduate courses has, it can be seen, been with us from the beginning. The fuzziness of disciplinary lines is reflected in the first list of courses in the Department of Economics and Social Science. As a matter of interest it is reproduced here.

There were many changes during the University’s first fifty years. One of the early changes occurred in 1899 in the Department of Law. In that year the departmental objective was redefined: “This Department offers such courses in Law as are usually given in professional law schools.”3 in that year a three-year program leading to the Bachelor of Laws degree was inaugurated, and the A.B. in law was soon thereafter abandoned.

The changing names of the Department originally called Economics and Social Science reflect its changes in personnel and curriculum. Sociology courses waxed and waned several times in its history. Political Science ran a more even course, but it also virtually disappeared in the years from 1902 until 1908. The following table summarizes the development of this department.

While the Department of Psychology expanded very slowly in its first thirty years under Professor Angell, the psychology offering in the Department of Education4 flourished in the earlier years (1897-1903) under Professor Edwin Diller Starbuck and later (1910-1921) under Professor Lewis Madison Terman. On Professor Angell’s retirement in 1921, President Wilbur designated Professor Terman head of the Department of Psychology, after which date the department grew rapidly in personnel, in curriculum, and in enrollment. Whereas in the preceding years the psychology curriculum in the Department of Education had rivaled that of the department proper in every respect, thereafter the Psychology Department was dominant.

One of the present behavioral sciences originated at Stanford in the humanities curriculum. In 1908 the Department of English Literature and Rhetoric announced that “students preparing for journalism may substitute for the more advanced courses in literature, courses in Advanced Composition, History, Economics and Social Science.”5 In 1910 Everett Wallace Smith gave a course in News Writing in this department. In 1917 Journalism became a sub-division of the Department of English. It became the Division of Journalism in 1920, and in 1924 the Division was transferred from the Department of English to the jurisdiction of the newly organized School of Social Sciences.6

[p. 11] In the years following upon the First World War there were two major additions to the behavioral science resources of Stanford, both deriving from the interests and activities of her most celebrated alumnus, Herbert Hoover. These were, of course, the Food Research Institute established in 1921 and the Hoover War Library established in 1924. “The Food Research Institute is organized under a grant from the Carnegie Corporation of New York for the purpose of studying the production, distribution, and consumption of food,” declared the Annual Register of 1922. “The Hoover War Library is a collection of materials for research in the causes, conduct, and results of the Great War, covering also the period of reconstruction since the end of the war. These materials are of all kinds and from all the nations of the world, whether belligerent or neutral, but special efforts have been made to secure those which will be useful in research along the lines of non-military history and on social, economic, and governmental problems.”7

There was also expansion in this post-war period in the direction of a required course for freshmen not intent upon a behavioral science major. In 1923, Professor Edgar Eugene Robinson of the History Department was made director of an interdisciplinary program in Citizenship. It consisted of “a general introductory course required of all students in their first year. Designed to present the salient features in the bases and background of present-day society; to consider the place of education in modern life and the political equipment of the citizen; and to examine in detail the fundamental political, social, and economic problems of the American people.”8 Lectures were given by professors in such fields as History, Geology, Law, Philosophy, Political Science, Mechanical Engineering, Education, and Psychology. These were supplemented by smaller discussion groups. In 1935 [p. 12] Citizenship gave way to the History of Western Civilization under the jurisdiction of the Department of History, by this time headed by Professor Robinson, as the course required of all freshmen. It retained the technique of combining lectures with discussion sessions.

One may perhaps summarize the growth of the faculty over the University’s first fifty years by citing some of the better-known names among them. The Department of History included such regular members as Max Farrand, Ralph Haswell Lutz, Edward Maslin Hulme, Thomas Andrew Bailey, and George Vernadsky, and such visitors as Carl Lotus Becker, Guy Stanton Ford, Ralph Henry Gabriel, Samuel Flagg Bemis, and Carlton J. H. Hayes. The Department of Psychology had Walter R. Miles, Lewis Madison Terman, Calvin B. Stone, and Ernest Hilgard as members, and Karl Buhler, Albert Edward Michotte, Kurt Lewin, and Edwin G. Boring as visitors. The Economics Department claimed among its number Thorstein Veblen, Alvin Saunders Johnson, Harley Leist Lutz, Bernard Francis Haley, Joseph Stancliffe Davis, and Theodore Harding Boggs, and among its visitors Frank Albert Fetter, John Maurice Clark, Charles Jesse Bullock, Alvin Harvey Hansen, Jacob Viner, and Fritz Machlup. The political scientists included such permanent professors as Westel Woodbury Willoughby, Burt Estes Howard, Victor J. West, Edward Angell Cottrell, Thomas Swain Barclay, Hugh McDowall Clokie, and Charles Fairman, and such guests as James Wilford Garner, Arthur N. Holcombe, Francis William Coker, Edward Samuel Corwin, Harold Hance Sprout, Arthur W. MacMahon, Henry Russell Spencer, Peter H. Odegard, William Anderson, Clyde Eagleton, James Kerr Pollock, and Leonard Dupee White.9 Among the sociologists there were Charles N. Reynolds and Richard LaPiere. From 1907 to 1914 George H. Sabine was a member of the Department of Philosophy.

The office of Executive Head of the Department was first mentioned in the Annual Register of 1913-1914. It was early established that the Stanford [p.13] policy was to have a permanent department head rather than a rotating one, except in the Food Research Institute. The Department of Economics had two permanent heads in the period from the beginning of the First World War to the beginning of the Second World War, Murray Shipley Wildman (1915-1930) and Bernard Francis Haley (from 1931). History had four chairmen: Edward Benjamin Krehbiel (1913-1914), Ephraim Douglas Adams (1914-1922), Payson Jackson Treat (1922-1930), and Edgar Eugene Robinson (from 1930). Psychology had two chairmen: Frank Angell (1913-1922) and Lewis Madison Terman (from 1922). Political Science also had two: Victor J. West (1919-1927) and Edwin Angell Cottrell (from 1927). The Food Research Institute had three joint directors, who rotated the executive directorship among them – Alonzo Engelbert Taylor, Carl Lucas Alsberg, and Joseph Stancliffe Davis. In 1942 the present director, Merrill Kelley Bennett became executive director. There were two chairmen of the Hoover War Library: Ephraim Douglass Adams (1923-1924) and Ralph Haswell Lutz (from 1924), as there were in the School of Social Sciences—Murray Shipley Wildman (1923-1930) and Edwin Angell Cottrell (from 1930)–and in the Department of Journalism— Everett Wallace Smith (1927-1933) and Chilton Rowlette Bush (from 1933).

Until the year 1908-1909 the History Department had the greatest enrollment of student majors. In that year the Economics Department overtook History and with the exception of a few years immediately following has remained the largest department in terms of total enrollment in the behavioral sciences area. The History Department, however, continued to have the greatest enrollment of graduate students throughout this period. From the beginning, the Psychology Department had the smallest enrollment in the behavioral sciences area. When the Political Science Department was established in 1919, it immediately exceeded the Psychology Department in enrollment. From the year 1922 on—the first of Professor Terman’s chairmanship—the number of graduate students was higher [p. 14] in proportion to undergraduates in the Psychology Department than in any other behavioral science department.

The table which follows summarizes the degrees granted by the several behavioral science departments in the first fifty years of Stanford’s history, and in the case of Ph.D.’s through the academic year 1952-1953.

It is noteworthy that the number of A.B.’s in Psychology increased ten times in the inter-war years as compared with the first thirty years, and the A.B.’s in Economics six times in the same period, in spite of the fact that in the later period such new departments and programs as Political Science, Sociology, and Social Sciences siphoned off elements among the students previously included under Economics. Growth in terms of the number of advanced degrees awarded is similarly reflected in comparing the two periods—with the single exception of the number of Ph.D.’s granted in Economics between 1941 and 1953. Whereas the average had earlier been [p. 15] about two Economics Ph.D.’s a year, in the more recent period it has declined to slightly more than one per year.

In all the fields there has been a great increase in the number of courses given. In the inter-war years the departments began to classify their course offerings both as to level of complexity and as to subject matter. The establishment of the lower division and the increase in the size of the faculty were among the factors leading to this change. It is also possible to detect changes in emphasis in the course offerings of the departments over the years, reflecting both the development of the subject matter of the several fields and the shifting interests of individual faculty members.

In the field of psychology, for example, in the first thirty years the courses primarily bore such all-embracing titles as Elementary, Advanced, Experimental, Applied, Systematic, Comparative, and Social Psychology and Psychological Literature. Child psychology and testing were offered in the School of Education. After the First World War, statistics, physiology, clinical psychology, child psychology, and testing, personality measurement, and vocational guidance were emphasized in the curriculum.

Throughout the first fifty years of Stanford’s history the economics curriculum was dominated by courses on economic institutions as opposed to economic theory. Courses on railroads, corporation finance, money and banking, economic history, labor legislation, accounting, insurance, tax procedure and the like comprised the major part of the offering. Secretarial training was also included in the economics curriculum. It is apparent that the primary objective of this department was to afford apprenticeship to a business career. In the later years of this period, however, there was an increase in the offering of theoretical [p. 16] courses such as capital and income, production economics, mathematical economics, value and distribution, and the history of economic thought.

Perhaps the most striking changes in emphasis over the years occurred in the history curriculum. The early emphasis on Rome, the Middle Ages, the Italian Renaissance, and British constitutional history was supplemented in the first decade of the century by courses in International Law, Diplomatic History of the United States, and the Westward Movement in the United States, and such courses in the history of the Far East as the History of Australasia, the Philippines, and Tropical Colonization in the Far East. In 1911 there were added a course on Spain and Spanish America and one on international conciliation, and in 1913 the first courses in Japanese history. After the war there appeared courses in the Slavic nationalities, Russia, the Baltic States, the World War, and the Paris Peace Conference. As the number of courses on modern Europe, the history of the United States, Latin America and the Far East increased, Greek and Roman history were taken over by the Classics Department; international law and conciliation were taken over by the Department of Political Science and the School of Law; and the Middle Ages and the History of the Christian Church assumed-a lesser role.

When political science was still a part of the Economics Department, such courses as the theory of the state, methods of legislating, administration of states, cities, and towns, practical politics, modern federal government, and political theory were offered. The History Department, as has been noted, offered courses in the international field. When the Department of Political Science was organized after the war, the course offering fell into the following general areas: elementary courses in American government and state and local government, comparative government, political theory, political parties, administration, relation of [p. 17] government and industry, and international relations. As early as 1924 there was a course in quantitative measurements in public administration, and in the following year there was a course in political statistics. In 1928 a course in public law was offered for the first time. With the exception of the statistical courses, these general areas have continued to be the principal ones in the political science curriculum.

Throughout the first fifty years of the University’s history, the sociology curriculum was combined with Economics. There is, however, evidence of the development of the subject matter during this period. In the nineties there were courses in static and dynamic sociology (using as texts Herbert Spencer and Lester F. Ward), in social pathology, charities and corrections, penology, and even statistics and sociology. Static and dynamic sociology disappeared, but charities, causes of poverty, and courses of that type persisted into the war years. After the war the character of the courses changed. Problems of Poverty, of Child Welfare, Crime as a Social Problem, and Care of Dependents were courses given in the early twenties. Later, courses in population, rural society, social organization, and sociological theory were added to the curriculum, and from this developed an emphasis that persisted until the Second World War. In 1937 a course in Cultural Anthropology was included in the sociology offering, marking the beginning of anthropological instruction.

We have already noted the beginnings of Journalism in the English Department, with one course in Newswriting in 1910 supplemented in 1912 by one in Current Newspapers. By 1916 there were eight courses covering newswriting, analysis, reporting, editing, management and advertising. In 1920, as we have seen, Journalism was recognized as a Division of English and, in 1925, of the School of Social Sciences. From this time the curriculum continued to grow—with courses in geographical, [p. 18] sociological and legal aspects of journalism, techniques of propaganda and investigative methods in journalism.

From its inception the Food Research Institute offered a course in Food Research Problems. In 1934 a course for upper division students in The World’s Food was added, and in 1940 there was a considerable increase in the number of courses offered, including Consumption Economics, Commodity Prices, American Agricultural Policy, Foreign Agricultural Policy, and Agriculture and the Business Cycle.

In 1931 the Hoover Library offered a course in Problems of Research. By 1937 this had been expanded to include directed research in such special fields as the World War and Reconstruction, Austria-Hungary, the Bolshevik Party and the Third International, Soviet Policies and the Civil War, Housing in the United States, History of International Relations since 1914, European Totalitarianism, and the German Revolution, 1918-1919.

 

B. Research Institutes and Grants. The establishment of the Hoover War Library just after the First World War inaugurated the first major research development in the behavioral sciences at Stanford. The Annual Report of the President for 1920 notes that:

The Hoover War Library has grown steadily during the year through gifts and purchases. Professor E. D. Adams and Professor Ralph Lutz have been actively engaged in assembling and classifying this notable collection. Several students have already entered the University in order to do research work with the help of this collection and it is inevitable that there will be a considerable increase in the number of such students from year to year.10

In the following year the plans for establishing the Food Research Institute were announced.

[p. 19] During the year the final plans for the organization of the Food Research Institute of Stanford University have been consummated. The general terms of this gift are as follows: A contract was drawn up between Stanford and the Carnegie Corporation of New York in which the University agreed to set up the research organization ‘to study the problems of the production, distribution and consumption of foodstuffs’, to appoint 3 scientists as Directors who shall determine the research pursuits and be Professors with teaching a secondary aspect of their duties, appoint a 7 man Advisory Committee, furnish housing etc. free, and disburse the money.11

The Corporation agreed to supply $54,000 from July 1, 1921, to June 30, 1922; $66,000 from July 1, 1922, to June 30, 1923; and $73,000 annually for the next eight years. Two years before the expiration of the contract a conference would be held to determine the Institute’s future status.

The Annual Report12 went on to state that

Dr. Alonzo E.Taylor, Dr. Carl L. Alsberg, and Dr. Joseph S. Davis have been appointed as Directors of the Institute. The Advisory Committee is made up as follows: Mr. Herbert Hoover, Mr. A. R. Howard, of the American Farm Bureau; Dr. John C. Merriam, President of the Carnegie Institution of Washington; Mr. George C. Roeding, Mr. Julius Barnes, President William M. Jardine, of the Kansas State Agricultural College; President of the Carnegie Corporation, President of Stanford University. One of the original buildings in the Inner Quadrangle, formerly occupied by the Department of German, has been set aside for the use of the Directors. The Hoover War Library, which formed the main center of attraction for the Food Research Institute, is being assembled on one floor of the stacks of the new Library with an adjacent special reading room for the use of the members of the Food Research Institute and faculty and students of the Departments of History and Economics. The Food Research Institute constitutes one of the most notable opportunities for research of a wide scope that has come to any university in America within recent years.

In 1924, the specific plans for the Hoover War Library were announced.13

[p. 20] The Hoover War Library is a separate gift and has special endowment funds for the maintenance of certain of its features. It is under the general administration of the University Librarian.

In order to make it possible to:

a. secure acquisitions in the many different fields touched upon by the Library,
b. care for the interests of graduate students and others using the facilities of the Library, and
c. determine upon the lines of development,

Directors of the Hoover War Library are to be appointed with a relationship to the Library similar to that of a departmental faculty …

Many additions have been made to the collection during the course of the year. Mr. Hoover has increased his personal gifts until they now total about $90,000 in cash expended. The Directors of the library are making every reasonable effort to make it one of the great war collections of the world.

When the time came for renegotiation of the original contract of the Food Research Institute, the Carnegie Corporation acted by granting $750,000 in 1931 to provide a permanent endowment. In the brochure of the Institute describing its activities and publications14 its financial history is described as follows:

The [Carnegie] Corporation guaranteed funds for a period of ten years, while Stanford University undertook to provide quarters and facilities for the Institute and accorded it departmental status. Financial support is at present derived jointly from endowment granted by Carnegie Corporation to Stanford University in continuing support of the Institute, from University appropriations, and from short-term grants provided by foundations and other private organizations.

In 1939, the plans for building the Hoover Library building were announced

For some years we have been accumulating funds for the construction of the Hoover Library Building. With the original funds, the gift of $50,000 from Mr. John D. Rockefeller, Jr., and the $300,000 from the Belgian- American Educational Foundation, Inc.,in hand, the university architects prepared plans for a monumental structure… It is anticipated that the building will be completed in 1940.15

[p. 21] With the completion of this building the two principal research facilities of Stanford’s first fifty years, and, indeed, in the lifetime of the University were solidly established.

The major grants for behavioral science research in the years prior to the Second World War, aside from those for the Hoover Library and the Food Research Institute, were the Laura Spellman Fund of the Rockefeller Foundation, which amounted to $454,838.49; funds to Professor Terman for his studies of intellectually gifted children—$60,673.29 from the Commonwealth Fund and $26,000 from the Carnegie Corporation; and funds for sex research granted to Professors Stone, Miles, and Terman by the Academy of Sciences, amounting to $73,298.73.

The principal publication output of the Hoover Library comprised a series of eighteen books of collected documents, memoirs, and special studies, and those of the Food Research Institute included seventeen volumes of Wheat Studies, three monographs in the Grain Economics Series, seven Fats and Oils Studies, and nine Miscellaneous Publications. The publications resulting from the Laura Spellman Fund are tabulated in Appendix I to Chapter 14.

II. SINCE THE SECOND WORLD WAR

Since the Second World War the following major ohanges in the behavioral science field have occurred at Stanford:

 

A. New Departments and Agencies Established. The Department of Sociology and Anthropology was set up on an independent basis in 1948. Previously sociology had been under the Department of Economics. Anthropology teaching had begun with the arrival at Stanford in 1945 of Felix M. Keesing, who was to be appointed three years later as head of the new joint department. Other major additions to the staff in this area included Paul Wallin (appointed in 1942) in sociology and Bernard J. Siegel (appointed in 1947) and Bert A. Gerow (appointed in 1948) in anthropology.

The Department of Statistics was established in 1949 under the chairmanship of Albert H. Bowker. It quickly became a major center for research, which two years later was institutionalized as the Laboratory of Applied Mathematics and Statistics. Important staff appointments included Meyer Abraham Girshick (1948), Herman Chernoff (1951), and Charles E. Stein (1953).

In 1943 two professors of geography were brought to Stanford on a permanent basis. Seven years later, geography was established as a separate department under the chairmanship of C. Langdon White.

In 1951 the Committee for Research in the Social Sciences (CRISS) was set up as an inter-departmental body for the initiation, screening, and coordination of social science research. In the following year Alfred de Grazia, of the Political Science Department, was appointed its first executive officer, (see Chapter 8,III).

 

B. Remade Departments. In the years following 1945, first under the chairmanship of Bernard P. Haley and later under that of Edward S. Shaw, [p. 23] the Economics Department was restaffed with a series of outstanding younger scholars. The result has been a “planned” and well-integrated staff. The present national reputation of the department, particularly in the field of economic theory, largely dates from this period. The major additions to the staff, with their dates of appointment, are as follows: Tiber Scitovsky (1946), Lorie Tarshis (1946), Melvin W. Reder (1947), Moses Abramovitz (1948), Paul A. Baran (1949), Kenneth J. Arrow (1949).

A similar expansion tool: place in the Department of Psychology following the appointment of Ernest R. Hilgard as executive head in 1945. Here the chief additions to the staff now at associate or full professor rank included: Lois Meek Stolz (1945), Donald W. Taylor (1.945), Clarence L. Winder (1948), and Douglas H. Lawrence (1949). Last year Robert R. Sears was called to Stanford from a Harvard professorship to succeed Professor Hilgard as head of the department following the latter’s appointment as Dean of the Graduate Division.

The expansion of the Psychology Department was in three directions: (1) the Clinical Psychology Ph.D. program supported by the Veterans Administration and the Public Health Service; (2) the nursery school and child development laboratory; (3) the Office of Project Research, as a “holding company” and initiator of research sponsored by the government and the foundations (see Chapter 8,V).

 

C. Changes in Other Behavioral Science Areas. Both History and Political Science have recently acquired new chairmen. In 1952 Thomas A. Bailey was appointed executive head of the former department and James T. Watkins IV of the latter. Today, of the behavioral science departments, only Journalism is under its pre-war head.

Of recent years the Department of History has pursued a vigorous policy of recruiting its staff from highly diversified academic and [p.24] geographical backgrounds. Areas in which substantial new staff recruiting has taken place include Far Eastern History—Claude A. Buss (1946), Arthur F. Wright (1947), and Thomas C. Smith (1948)—and United States history— John C. Miller (1949), Frank Freidel (1953), and Don E. Fehrenbacher (1953).

In Political Science, eight out of ten staff members of the rank of assistant professor and above are post-war appointees. Concurrently the Department has supplemented its earlier emphasis on international relations with added attention to public administration and political behavior.

The immediate post-war years saw the Hoover Institute and Library expanding its interests in new areas to which the Second World War had given increased importance. Whereas the pre-war collections had been heavily concentrated on Central and Eastern Europe, the Far East and, to a lesser extent, the Middle East now became areas of major interest. In 1941, the Hoover Library holdings on Asia and the Middle East consisted only of materials relating to mandates or colonies of European powers. Virtually none of this material was in the vernacular languages of these areas.

Since 1945, the Hoover Library has been making a systematic effort to collect and preserve the sources for the political, social, and economic history of Asia and the Middle East during the twentieth century, together with relevant background materials. The political and social movements of the twentieth century—nationalism, communism, religious movements with political significance, etc.—have formed the basis for the collections. The Chinese collection now numbers some 34,000 volumes; the Japanese collection, some 20,000 volumes; the Middle East collections, principally in Turkish and Arabic, some 8,000 volumes; the South Asian, and Southeast Asian collections are much smaller. These new interests have been reflected in the appointment of highly-trained scholars to serve as curators for the new collections—Christina P. Harris (Middle [p. 25] East), Mary C. Wright (China, Southeast Asia, and South Asia), and Nobutaka Ike (Japan).

Experiments in the application of newer techniques of behavioral science have constituted much of the post-war research in the Hoover Institute. The leading project, Revolution and the Development of International Relations (RADIR), was supported by the Carnegie Corporation.

 

D. Related Professional Schools. A further sign of the post-war tendency toward growth and change can be seen in the appointment of new deans for the School of law (Carl B. Spaeth, 1946), the School of Medicine (Windsor C. Cutting, 1953), and the School of Education (I. James Quillen, 1953).

 

E. Conclusion: Prospects for Continued Development. It is the conviction of the committee responsible for the present survey that the above evidences of development and branching into new fields of teaching and research represent the dominant tendency in Stanford today. The growth potential of the University is apparent in nearly all areas of behavioral science interest. The purpose of the present study is to look ahead on the basis of the foundations now in existence—bearing constantly in mind that for a comparatively small university the most advisable course is considerable specialization within departments rather than an effort to cover all fields equally.

GENERAL STATEMENT

Students are received as candidates for the degrees of Master of Arts and Doctor of Philosophy under the Faculty of Political Science; for the degrees of Bachelor of Arts and Bachelor of Science either in Columbia College or in Barnard College, and for the degree of Bachelor of Science in Teachers College. They are also permitted to pursue special or partial courses subject to the regulations of the Faculty in which they may register.

Certain courses which may be counted toward the several degrees are also offered in the Summer Session of the University.

Students enrolled in the General, the Union, the Drew, or the Jewish, Theological Seminary, or in the School of Philanthropy in the City of New York, who may have been designated for the privilege by the authorities of these institutions, and accepted by the President of Columbia University, are admitted to the courses offered by the Faculty of Political Science free of all charge for tuition. These institutions offer reciprocal privileges to the students of Columbia University.

Teachers College, founded in 1888, and Barnard College, founded in 1889, have now become parts of the educational system of Columbia University.

Admission

There are no examinations for admission to the graduate courses under the Faculty of Political Science. Students are admitted at any time during the year. They must, however, present themselves for registration at the opening of the first or second half-year in order to obtain full credit for residence. They may present themselves for examination for a degree whenever the requirements as to residence, and as to an essay or dissertation, have been complied with. For details see the announcement of the Faculties of Political Science, Philosophy, and Pure Science, which may be had on application to the Secretary of the University.

For conditions of admission to Columbia College, Barnard College, or Teachers College, see the circular upon entrance examinations, which may be had upon application to the Secretary of the University.

Those graduate courses which are open to undergraduates, are closed to women students unless given separately at Barnard College; but all purely graduate courses in History and Economics are open to women graduate students who have the first degree.

Students who register for graduate courses are supposed to be familiar with the outlines of European history, ancient and modern, as well as of American history. Students who are not thus prepared are strongly recommended to take the undergraduate courses.

Courses numbered from 1 to 99 are intended primarily for under- graduates and may not be counted towards the advanced degrees. Courses numbered from 100 to 199 are intended for both graduates and undergraduates. Courses numbered 200 and above are intended primarily for graduates. Odd numbers prefixed to courses indicate that they are given in the first half-year; even numbers that they are given in the second half-year. Courses which run through the year are given a double number.

ABRIDGED ACADEMIC CALENDAR

The Academic year begins thirty-seven weeks prior to Commencement, which occurs on the Wednesday nearest the 11th of June. For 1905-06 these dates will be, respectively, September 27, 1905, and June 13, 1906. It is divided into two half-years of fifteen weeks of instruction each. In 1905-06 the second half-year begins on February 5, 1906.

The exercises of the University are suspended on Election Day, Thanksgiving Day and the following two days, for two weeks at Christmas, from the Thursday before Good Friday through the following Monday, and on Memorial Day.

The complete Academic Calendar will be found in the University catalogue and so far as it refers to the students studying under any Faculty, in the announcement of that Faculty.

GRADUATE COURSES

It is presumed that students who take economics, sociology or social economy as their major subject are familiar with the general principles of economics and sociology as set forth in the ordinary manuals. Students who are not thus prepared are recommended to take the courses in Columbia College or Barnard College designated as Economics I and 2 (or A and 4) and Sociology 151-152.

The graduate courses fall under three subjects: A—Political Economy and Finance ; B—Sociology and Statistics; C—Social Economy.

Courses numbered 100 to 199 are open to Seniors in Columbia College.

Courses numbered 200 and above are open to graduate women students upon the same terms as to men.

All the courses are open to male auditors. Women holding the first degree may register as auditors in Courses numbered 200 and above.

Subject A—Political Economy and Finance

ECONOMICS 101-102—Taxation and Finance. Professor SELIGMAN.

This course is historical, as well as comparative and critical. After giving a general introduction and tracing the history of the science of finance, it treats of the various rules of the public expenditures and the methods of meeting the same among civilized nations. It describes the different kinds of public revenues, including the public domain and public property, public works and industrial undertakings, special assessments, fees, and taxes. It is in great part a course on the history, theories, and methods of taxation in all civilized countries. It considers also public debt, methods of borrowing, redemption, refunding, repudiation, etc. Finally, it describes the fiscal organization of the state by which the revenue is collected and expended, and discusses the budget, national, state, and local. Although the course is comparative, the point of view is American. Students are furnished with the current public documents of the United States Treasury and the chief financial reports of the leading commonwealths, and are expected to understand all the facts in regard to public debt, revenue, and expenditure contained therein.

ECONOMICS 103—Money and Banking. Professor H. L. MOORE.

The aim of this course is (i) to describe the mechanism of exchange and to trace the history of the metallic money, the paper money, and

the banking system of the United States; to discuss such questions as bi-metallism, foreign exchanges, credit cycles, elasticity of the currency, present currency problems, and corresponding schemes of reform; (2) to illustrate the quantitative treatment of such questions as variations in the value of the money unit, and the effects of appreciation and depreciation.

 

ECONOMICS 104—Commerce and Commercial Policy. Dr. JOHNSON.

In this course the economic bases of modern commerce, and the significance of commerce, domestic and foreign, in its relation to American industry, will be studied. An analysis will be made of the extent and character of the foreign trade of the United States, and the nature and effect of the commercial policies of the principal commercial nations will be examined.

 

ECONOMICS 105—The Labor Problem. Professor SEAGER.

The topics considered in this course are: The rise of the factory system, factory legislation, the growth of trade unions and changes in the law in respect to them, the policies of trade unions, strikes, lockouts, arbitration and conciliation, proposed solutions of the labor problem, and the future of labor in the United States.

ECONOMICS 106—The Trust Problem. Professor SEAGER.

In this course special attention is given to the trust problem as it presents itself in the United States. Among the topics considered are the rise and progress of industrial combinations, the forms of organization and policies of typical combinations, the common law and the trusts, anti-trust acts and their results, and other proposed solutions of the problem.

[ECONOMICS 107—Fiscal and Industrial History of the United States. Professor SELIGMAN

This course endeavors to present a survey of national legislation on currency, finance, and taxation, including the tariff, together with its relations to the state of industry and commerce. The chief topics discussed are: The fiscal and industrial conditions of the colonies; the financial methods of the Revolution and the Confederation; the genesis of the protective idea; the fiscal policies of the Federalists and of the Republicans; the financial management of the War of 1812; the industrial effects of the restrictive and war periods; the crises of 1819, 1825, and 1837; the tariffs of 1816, 1824, and 1828; the distribution of the surplus and the Bank war; the currency problems before 1863; the era of

“free trade,” and the tariffs of 1846 and 1857; the fiscal problems of the Civil War; the methods of resumption, conversion and payment of the debt; the disappearance of the war taxes; the continuance of the war tariffs; the money question and the acts of 1878, 1890, and 1900; the loans of 1894-96; the tariffs of 1890, 1894, and 1897; the fiscal aspects of the Spanish War. The course closes with a discussion of the current problems of currency and trade, and with a general consideration of the arguments for and against protection as illustrated by the practical operations of the various tariffs. [ECONOMICS 108— Railroad Problems; Economic, Social, and Legal. Professor SELIGMAN.

These lectures treat of railroads in the fourfold aspect of their relation to the investors, the employees, the public, and the state respectively. A history of railways and railway policy in America and Europe forms the preliminary part of the course. The chief problems of railway management, so far as they are of economic importance, come up for discussion.

Among the subjects treated are: Financial methods, railway constructions, speculation, profits, failures, accounts and reports, expenses, tariffs, principles of rates, classification and discrimination, competition and pooling, accidents, and employers’ liability. Especial attention is paid to the methods of regulation and legislation in the United States as compared with European methods, and the course closes with a general discussion of state versus private management.

ECONOMICS 109 — Communistic and Socialistic Theories. Professor CLARK.

This course studies the theories of St. Simon, Fourier, Proudhon, Rodbertus, Marx, Lassalle, and others. It aims to utilize recent discoveries in economic science in making a critical test of these theories themselves and of certain counter-arguments. It examines the socialistic ideals of distribution, and the effects that, by reason of natural laws, would follow an attempt to realize them through the action of the state.

 

ECONOMICS 110 — Theories of Social Reform. Professor CLARK.

This course treats of certain plans for the partial reconstruction of industrial society that have been advocated in the United States, and endeavors to determine what reforms are in harmony with economic principles. It treats of the proposed single tax, of the measures advocated by the Farmers’ Alliance, and of those proposed by labor organizations, and the general relation of the state to industry.

ECONOMICS 201—Economic Readings I: Classical English Economists. Professor SEAGER.

In this course the principal theories of the English economists from Adam Smith to John Stuart Mill are studied by means of lectures, assigned readings and reports, and discussions. Special attention is given to the Wealth of Nations, Malthus’s Essay on Population, the bullion controversy of 1810, the corn law controversy of 1815, and the treatises on Political Economy of Ricardo, Senior, and John Stuart Mill.

ECONOMICS 202—Economic Readings II: Contemporary Economists. Professor SEAGER.

In this course the theories of contemporary economists are compared and studied by the same methods employed in Economics 201. Special attention is given to Böhm-Bawerk’s Positive Theory of Capital and Marshall’s Principles of Economics.

In this course the various systems of political economy are discussed in their historical development. The chief exponents of the different schools are taken up in their order, and especial attention is directed to the wider aspects of the connection between the theories and the organization of the existing industrial society. The chief writers discussed are:

I.     Antiquity: The Oriental Codes; Plato, Aristotle, Xenophon, Cato, Seneca, Cicero, the Agrarians, the Jurists.

II.   Middle Ages: The Church Fathers, Aquinas, the Glossators, the writers on money, trade, and usury.

III. Mercantilists: Hales, Mun, Petty, Barbon, North, Locke; Bodin, Vauban, Boisguillebert, Forbonnais; Serra, Galiani; Justi, Sonnenfels.

IV.  Physiocrats: Quesnay, Gournay, Turgot, Mirabeau.

ECONOMICS 205—Economic Theory I. Professor CLARK.

This course discusses, first, the static laws of distribution. If the processes of industry were not changing, wages and industry would tend to adjust themselves according to certain standards. A study of the mechanism of production would then show that one part of the product is specifically attributable to labor, and that another part is imputable to capital. It is the object of the course to show that the tendency of free competition, under such conditions, is to give to labor, in the form of wages, the amount that it specifically creates, and also to give to capital, in the form of interest, what it specifically produces. The theory undertakes to prove that the earnings of labor and of capital are governed by a principle of final productivity, and that this principle must be studied on a social scale, rather than in any one department of production. The latter part of this course enters the field of Economic Dynamics, defines an economic society and describes the forces which so act upon it as to change its structure and its mode of producing and distributing wealth.

 

ECONOMICS 206—Economic Theory II. Professor CLARK.

This course continues the discussion of the dynamic laws of distribution. The processes of industry are actually progressing. Mechanical invention, emigration and other influences cause capital and labor to be applied in new ways and with enlarging results. These influences do not even repress the action of the static forces of distribution, but they bring a new set of forces into action. They create, first, employers’ profits, and, later, additions to wages and interest. It is the object of the course to show how industrial progress affects the several shares in distribution under a system of competition, and also to determine whether the consolidations of labor and capital, which are a distinctive feature of modern industry, have the effect of repressing competition.

It is a further purpose of the course to present the natural laws by which the increase of capital and that of labor are governed and to discuss the manner in which the earnings of these agents are affected by the action of the state, and to present at some length the character and the effects of those obstructions which pure economic law encounters in the practical world.

 

ECONOMICS 207—Theory of Statistics. Professor H. L. MOORE.

The aim of this course is to present the elementary principles of statistics and to illustrate their application by concrete studies in the chief sources of statistical material. The theoretical part of the course

includes the study of averages, index numbers, interpolation, principles of the graphic method, elements of demography, and statistical principles of insurance. The laboratory work consists of a graded series of problems designed to develop accuracy and facility in the application of principles. (Identical with Sociology 255.)

 

ECONOMICS 208—Quantitative Economics I: Advanced Statistics. Professor H. L. MOORE.

Quantitative Economics I and II (see Economics 210) investigate economics as an exact science. This course treats economics from the inductive, statistical side. It aims to show how the methods of quantitative biology and anthropology are utilized in economics and sociology. Special attention is given to recent contributions to statistical theory by Gallon, Edgeworth, and Pearson. Economics 207, or an equivalent, is a prerequisite.

ECONOMICS 210—Quantitative Economics II: Mathematical Economics. Professor H. L. MOORE.

This course treats economics from the deductive side. It aims to show the utility of an analytical treatment of economic laws expressed in symbolic form. The work of Cournot is presented and used as a basis for the discussion of the contributions to the mathematical method by Walras, Marshall, and Pareto. This is a fundamental course, intended to lay a foundation for advanced work. In the first half-year, in connection with a text-book study of theory, lectures are given on the social traits, organization, and welfare of the American people at various stages of their history and students are required to analyze and classify sociological material of live interest, obtained from newspapers, reviews, and official reports. In the second half-year lectures are given on the sociological systems of important writers, including Montesquieu, Comte, Spencer, Schäffle, De Greef, Gumplowicz, Ward, and Tarde. This course is the proper preparation for statistical sociology (Sociology 255 and 256) or for historical sociology (Sociology 251 and 252).

 

SOCIOLOGY 251—Social Evolution—Ethnic and Civil Origins. Professor GIDDINGS

This course on historical sociology deals with such topics as (i) the distribution and ethnic composition of primitive populations ; (2) the types of mind and of character, the capacity for cooperation, the cultural beliefs, and the economic, legal, and political habits of early peoples ; (3) early forms of the family, the origins, structure, and functions of the clan, the organization of the tribe, the rise of the tribal federations, tribal feudalism, and the conversion of a gentile into a civil plan of social organization. Early literature, legal codes, and chronicles, descriptive of the Celtic and Teutonic groups which combined to form the English people before the Norman Conquest, are the chief sources made use of in this course.

 

SOCIOLOGY 252—Social Evolution—Civilization, Progress, and Democracy. Professor GIDDINGS.

This course, which is a continuation of Sociology 251, comprises three parts, namely: (i) The nature of those secondary civilizations which are created by conquest, and of the policies by which they seek to maintain and to extend themselves; (2) an examination of the nature of progress and of its causes, including the rise of discussion and the growth of public opinion ; also a consideration of the policies by which continuing progress is ensured,—including measures for the expansion of intellectual freedom, for the control of arbitrary authority by legality, for the repression of collective violence, and for the control of collective impulse by deliberation ; (3) a study of the nature, the genesis, and the social organization of modern democracies, including an examination of the extent to which non-political associations for culture and pleasure, churches, business corporations, and labor unions, are more or less democratic; and of the democratic ideals of equality and fraternity in their relations

to social order and to liberty. The documents of English history since the Norman Conquest are the chief sources made use of in this course.

Actual statistical materials, descriptive and explanatory of contemporaneous societies, are the subject-matter of this course, which presupposes a knowledge of statistical operations (Sociology 255) and applies it to the analysis of concrete problems. The purpose of this course is to define the present relations of the ecclesiastical institutions to the other institutions of American society: the state, the government, marriage, family, education, and public wealth. An analysis is made of the guarantees of religious liberty contained in the federal and commonwealth constitutions; of the civil status of churches in terms of constitutional and statute law; of the methods of incorporation, of the functions of trustees, of legislative and judicial control ; of denominational polity according to its type ; of the functional activity of churches in their departments of legislation, administration, adjudication, discipline, and mission ; of the influence of churches on ethical standards ; of the distribution of nationalities among the denominations, of the territorial distribution of denominational strength, of the relation of polity to density of population, and of the current movements in and between various organizations tending toward changes of functions and structure.

The purpose of this course and of Social Economy 282, which follows, is to study dependence and measures of relief, and to analyze the more important movements which aim to improve social conditions. An at- tempt is made to measure the extent of dependence, both in its definite forms, as in charitable and penal institutions, and in its less recognized and definite forms, as when it results in the lowering of the standard of living or the placing of unreasonably heavy burdens upon children or widows. Among the special classes of social debtors which are studied, besides the paupers, the vagrants, the dissipated, and the criminals, who require discipline or segregation as well as relief, are: Orphans and other dependent children; the sick and disabled; the aged and infirm; the widow and the deserted family; the immigrant and the displaced laborer; the underfed and consequently short-lived worker.

In this course the normal standard of living is considered concretely to secure a basis from which deficiencies may be estimated. A large number of individual typical relief problems are presented, and from these, by a “case system,” analogous to that of the modern law school, the principles of relief are deduced. Among the larger movements to be considered are: Charity organization; social settlements; housing re- form; the elimination of disease; the restriction of child labor; and the prevention of overcrowding, and especially the congestion of population in the tenement-house districts of the great cities.

This is an historical and comparative course intended to supplement Social Economy 281 and 282. Lectures on the history of the English poor law are followed by discussions of farm colonies, the boarding-out system for children, old-age pensions, and other plans of relief currently advocated in England. On this basis the public relief problems of New York State and City and the institutions attempting their solution are studied by means of excursions, lectures, and discussions.

A concrete study of the standard of living in New York City in the classes which are above the line of actual dependence, but below or near the line of full nutrition and economic independence. While this course

The work of the Seminar for 1905-07 will be a study of recent develop- ments in the social and philanthropic activities of New York City; e. g., the social settlements; parks and playgrounds ; outside activities of pub- lic schools; children’s institutions ; relief societies ; agencies for the aid of immigrants, and the preventive work of organized charities.

The School of Philanthropy, conducted by the Charity Organization Society, under the direction of Professor Devine, offers courses [These courses are given in the United Charities Building, corner Fourth Avenue and 22d Street] aggregating not less than ten hours a week throughout the academic year, and also a Summer School course of six weeks in June and July.
