Chicago. Decennial Harvard Class Report of associate professor of political economy James A. Field, ABD, 1913.

College alumni reports often provide a glimpse into career paths of academic, business and government economists. I stumbled across the following tenth year report of the Harvard graduate James Alfred Field who ultimately achieved a professorship at the University of Chicago even though his highest academic degree was an A.B. from Harvard College in 1903. The next post will share some of his Harvard graduate record.

       The opportunity to teach economics at Harvard came to me, quite to my surprise, near the close of our senior year. That autumn found me a graduate student, installed as proctor in Apley Court, and section hand in Economics 1. The next year I was appointed Austin Teaching Fellow in Economics, and took up, in addition to my duties in Economics 1, the work of assisting Professor Carver in his course on social problems, Economics 3. I sailed for Europe in August, 1905; studied during the winter semester at the University of Berlin, and rounded out nearly a year abroad by attending lectures in Paris and by reading in the British Museum library. From September, 1906, to June, 1908, I was instructor in economics at Harvard. In the summer of 1908 I accepted the offer of an instructorship at the University of Chicago, where I have since been teaching economics, specializing in statistics and the theory of population. I was made assistant professor of political economy in 1910, and am to advance this year (1913) to the rank of associate professor. Three years ago I revisited the British Museum and delved in manuscript records of a social reform propaganda of the early nineteenth century. I have written a little on the results of that study and on the related subject of eugenics, and have coöperated with my associates, Professor L. C. Marshall, 1901, and Professor C. W. Wright, 1901, in the preparation of two text-books embodying a method of teaching elementary economics which we have been working out together for the past five years. On the side, I am managing editor of the Journal of Political Economy; and I find myself involved in some of the minor executive duties with which a vigorous university contrives to keep folks busy. Chicago. Memos discussing guests to teach during summer quarter, 1927

 

 

Apparently the 1926 summer quarter course planning at the Chicago department of political economy in 1926 was so wild that the head of the department, Leon C. Marshall, decided to start the discussion for 1927 on the second day of Summer, 1926. Four of the seven colleagues responded with quite a few suggestions.

This post provides the first+middle names where needed in square brackets. Also links to webpages with further information about the suggested guests have been added.

We really must break through the morass we are in with respect to our summer quarter. Partly because of delayed action and partly because of an interminable debating society in such matters we finally get a patched up program which is not as attractive as it should be.

I shall proceed on the basis of the homely philosophy that the way to do something is to do something. I shall try to secure from every member of the group a statement of his best judgment concerning the appropriate course of action for the summer of 1927 and then move at once toward rounding out a program.

Won’t you be good enough to turn in to E57 within the next few days your suggestions and comments with respect to the following issues.

  1. Do you yourself expect to be in residence the summer quarter of 1927?
  2. If you do, what courses do you prefer to teach? Please list more than two courses placing all of the courses in your order of preference. In answering this question, please keep in mind the problem of guiding research. Should you offer a research course?
  3. What are your preferences with respect to hours? Please state them rather fully and give some alternatives so that a schedule may be pieced together.
  4. What courses or subject matter should we be certain to include in the summer of 1927?
  5. What men from outside do you recommend for these courses which we should be certain to include? Please rank them in the order of your preference.
  6. Quite aside from the subject matter which you have recommended above, what persons from the outside ought we try to make contact with if our funds permit? This gives an opportunity to aid in making up the personnel of the summer quarter in all fields.
  7. Please give any other comments or suggestions which occur to you.

I will want to offer 301 (Neo-class Ec.) & 353 (Int Ec. Pol) as usual next summer, though if we have a good outside theorist to give 301, I would like to give a course on Theory of Int Trade in addition to 353. I think we need someone especially in Banking, next in theory. Beyond these we should offer work in some of the following, if we can get first rankers: statistics, private finance, transportation, economic history of Europe & ec. Hist. of U.S.

Memorandum to L. C. Marshall from L. W. Mints, concerning the work of the summer quarter, 1927.

  1. It is my present intention not to be in residence during the summer quarter, 1927, although I will be in the city, I suppose.
  2. It appears to me that we should attempt to get men from the outside who would represent some of the newer points of view rather than the orthodox fields. I should suppose that it would be desirable to have a man in statistics and, if he could be found, somebody to do something with quantitative economics. For the statistics I would suggest [William Leonard] Crum, [Frederick Cecil] Mills, [Frederick Robertson] Macaulay, [Willford Isbell] King, [Bruce D.] Mudgett, [Robert] Riegel. I am ignorant of the particular bents of some of the statistical men, but I should suppose that in quantitative economics [Holbrook] Working, [Alvin Harvey] Hansen, or [William Leonard] Crum might do something. Perhaps [Edmund Ezra] Day should be added to the men in Statistics.
    In economic history, as I remember it, we have had no outside help for a long time. I should like to see either [Noman Scott Brien] Gras or Max [Sylvius] Handman give some work here in the summer.
    Particular men who represent somewhat new points of view, and who might be had for the summer, I would suggest as follows: [Lionel Danforth] Edie, [Oswald Fred] Boucke, [Morris Albert] Copeland, [Sumner Huber] Slichter.
    In addition I should like very much to see either [Edwin Robert Anderson] Seligman or [John Rogers] Commons here for a summer.

  1. Yes, I feel that I must teach next summer unless that plan you have been interested in goes through.

  4. 5. 6.: Should get a better rounded program than we have had. Should have an outstanding man in economic theory and another in Finance. For the former I would mention [John] Maurice Clark, [John Rogers] Commons, and [Frank Hyneman] Knight—in order named. For the latter I would mention [Allyn Abbott] Young, [James Harvey] Rogers. If we can get the money I should like to see [George Ernest] Barnett brought on for statistics and a trade union course.

 

  1. Would it be possible to have a seminar which would bring together the outside men and some of the inside men and our mature graduate students—these hand-picked? It might be made very stimulating.

My dear Mr. Marshall:

As Mr. [Garfield Vestal] Cox does not wish to teach during the Summer Quarter of 1927, I wish the Department of Political Economy would try to get Mr. [Edmund Ezra] Day of Wisconsin [sic, Michigan is correct] who could give both a course in statistics and a course in forecasting. Forecasting is not given this summer and unless we get someone from the outside to give it, I presume it will not be given next summer.

Why does not the Department of Political Economy for the coming summer get someone like Mr. [Leverett Samuel] Lyon to give an advanced course in economics of the market for graduate students? The Department of Political Economy could handle half of his time and I perhaps could handle the other half for market management

Now that it appears that the Department of Political Economy cannot get any promising young men in the Field of Finance, why do you not try for [Chester Arthur] Phillips of Iowa? He will give good courses and will draw a great many students from the middle west to the University.

So far as my own program is concerned, I have not made much progress. I tried to get [Roy Bernard] Kester of Columbia, but he turned me down. I am placing a similar proposition before [William Andrew] Paton of Michigan. In the Field of Marketing, I am trying for [Frederic Arthur] Russell of the University of Illinois to give a course in salesmanship primarily for teachers in secondary schools. Otherwise I have made no progress in getting outside men for next summer.

Chicago. Economics PhD alumna, Leona Margaret Powell, 1924

 

This post adds further biographical/career information for the sixth woman to be awarded a Ph.D. in economics at the University of Chicago, Leona Margaret Powell, to that provided in an earlier page listing early Chicago economics PhDs (1894-1926). The arc of Powell’s career took her from librarian, to expert on the United Typothetae of America to managing editor of the Handbook of Business Administration, and back to the manager of the Bureau of Research and Information at the American Management Association.

Powell’s partial bibliography is found in the Bibliography of Female Economic Thought (Madden, Seiz, and Pujol, eds.), p. 381.

For over twenty years Leona M. Powell lived together with the English woman Phyllis Moulton, interpolating the 1920-40 U.S. census reports. It is not unlikely that the two met when Powell was working in London in 1918. By the 1940 census Moulton’s relation to the Powell’s “head of the household” was listed as “partner”. I believe Moulton died in 1942.

Chicago. Paul Douglas pleads for a staff position for Arnold Tolles, 1928

 

Newman Arnold Tolles (1903-1973) has already been included in our series “Meet an economics Ph.D. alumnus/a” as a 1932 Chicago Ph.D. From my research in the University of Chicago archives, I came across the following letter of recommendation written by Paul Douglas on Tolles’ behalf that I now add to the collection of artifacts.

Fun Fact: Virginius Frank Coe mentioned in the memo by Douglas below later attained infamy as “a United States government official who was identified by Soviet defectors Elizabeth Bentley and Whittaker Chambers as being an underground member of the Communist Party and as belonging to the Soviet spy group known as the Silvermaster ring.” [See: Wikipedia, “Virginius Frank Coe”]

Subject: TOLLES

I have gathered that you are not certain whether Tolles should be retained, and I am writing to express my very deep hope that we may keep him on our staff. I certainly feel that Tolles is one of the most promising youngsters in the country. He and Virginius Coe have been the two best undergraduates whom I have ever had. Tolles has benefited enormously by his work at Harvard and London. He was, as you know, the best man in his class at Harvard and made a very real impression on Taussig and Allyn Young. He also did good work at London from all that I can learn. He has been doing most interesting research work with me this year, testing the question as to whether the system of unemployment insurance in England so maintains wage rates as to throw such a heavy burden on industry that it cannot recover. The question is the basic one as to whether unemployment insurance does not in itself increase unemployment. This has involved in [sic] a series of very interesting detailed studies. We are planning a joint reply to Pigou in the autumn and in preparation of this, Tolles has computed for it an index of production for Great Britain, based on the British census of production for 1907-1923. He has used Fisher’s ideal formula and has made some very interesting contributions to statistics as well as to the detailed subject itself. I look to see Tolles’ articles when they appear next year make a real stir and I think in four or five years he will be recognized as one of the solid men in his field. He is just the sort of man I should like to see retained on the staff, and I hope very much that it may be possible to do so. Some time if you like I should like to talk fairly intimately on the possibility of making a place for him.

Chicago. Economics, ABD alumna, later member of U.S. Congress. Chase G. Woodhouse, 1923

 

Failure to clear the final dissertation and defence hurdle is a fate well-known under the unofficial academic acronym ABD (“all but dissertation”). Shuffling through University of Chicago economics department records this afternoon, I came across an inquiry regarding Ph.D. completion requirements from a professor of economics at Smith College. I have transcribed her letter and the encouraging response from the head of the department. Curious as to how her situation was resolved, I needed little time to discover that she had not completed her Ph.D. but nevertheless persisted professionally. She served two terms as a member of the U.S. House of Representatives from Connecticut and was a prominent advocate for women’s rights, serving as director of the Auerbach Women’s Service Bureau (1945-1981).

Her non-graduate student story is so interesting that I have inserted her c.v. along with the official biography from the U.S. House of Representatives.

Representative Chase Going Woodhouse,
79thCongress (1945–1947) and 81stCongress (1949–1951)

Chase Going Woodhouse, an economics professor–turned–politician, served for two nonconsecutive terms, representing a competitive district spanning eastern Connecticut. In recognition of her longtime advocacy for women in the workplace, the Democratic leadership awarded Woodhouse a prominent post on the Banking and Commerce Committee. Linking American domestic prosperity to postwar international economic cooperation, she put forward a powerful argument on behalf of U.S. participation in such organizations as the International Monetary Fund (IMF) and the World Bank. “Only the fighting is over,” Woodhouse said in November 1945. “We still have got to win the war. And winning the war means working out a system of economic cooperation between nations.”1

Chase Going was born on March 3, 1890, in Victoria, British Columbia, the only child of American parents Seymour Going, a railroad developer and an Alaska mining pioneer, and Harriet Jackson Going, a teacher. Chase’s maternal grandmother particularly influenced her political development, taking her young granddaughter to polling places each election day to protest her inability to vote.2 In 1908, Chase Going graduated from Science Hill High School in Shelbyville, Kentucky. She studied economics at McGill University in Montreal, Canada, and graduated in 1912. A year later she earned her M.A. in economics from McGill. Chase Going pursued advanced studies in political economy at the University of Berlin and, after the outbreak of the First World War, at the University of Chicago. In 1917 she married Yale political scientist Edward James Woodhouse. The couple raised two children, Noel and Margaret, and pursued their academic careers simultaneously, obtaining faculty positions at Smith College and then at the University of North Carolina. At Chapel Hill, Woodhouse founded the Institute of Women’s Professional Relations (IWPR) to study the status of working women and trends in employment. For several years, she was employed as an economist for the Bureau of Home Economics at the U.S. Agriculture Department. In 1934, she became a professor of economics at Connecticut College and initiated a series of IWPR conferences in Washington, D.C.3

Woodhouse vented her frustration with the ongoing Depression by running for political office. In 1940, the Connecticut Democratic Party convinced an initially reluctant Woodhouse to join the ticket.4 By a larger margin than any other elected official in the state, she won a two–year term as secretary of state.5 From 1943 to 1948, Woodhouse presided over the Connecticut Federation of Democratic Women’s Clubs. She served on key wartime labor boards in Connecticut, the Minimum Wage Board and the War Labor Board, chairing the latter.6 From 1942 to 1943, she also chaired the New London Democratic Town Committee.

Woodhouse later recalled that her desire for social change and economic justice for women convinced her to run for a seat in the U.S. Congress in 1944. Though she first was interested in a U.S. Senate seat, the Connecticut Democratic Party instead nominated her as a Representative.7 At the state convention, Woodhouse defeated William L. Citron, a former Congressman At–Large, by a vote of 127 to 113 among party officials.8 She earned a reputation as an indefatigable campaigner and talented public speaker, supported by an active network of labor and women’s organizations. In the general election Woodhouse faced one–term GOP incumbent John D. McWilliams, a Norwich builder and town selectman. She described the central campaign issue as the development of a postwar United Nations and international redevelopment system “that will make permanent peace possible.” Woodhouse also advocated tax reform, a plan for full peacetime employment, and more federal money for education and rural electrification programs.9 In the 1944 elections, voter turnout was high and President Franklin D. Roosevelt carried the state by a slim margin of 52 percent. Woodhouse ran even with the President, edging out McWilliams with a plurality of about 3,000 votes.

Her male House counterparts, Woodhouse recalled years later, made her feel more a colleague than part of a distinct minority. Speaker Sam Rayburn of Texas steered Woodhouse onto the Committee on Banking and Currency, an influential assignment for a freshman Member and one he thought would best put her talents to use. Woodhouse’s daughter, Margaret, then in her early 20s, worked in the Washington office as executive secretary.10 Woodhouse also was innovative in that her chief political adviser, John Dempsey, was based in the district rather than in Washington, D.C. He eventually became a powerful Connecticut governor and one of the state’s longest serving chief executives.

In her first term, Woodhouse fought for the maintenance of wartime price controls as a protection against inflation for consumers and for more affordable housing for returning veterans. “I have no illusions of what a new Member of Congress can do the first year,” she told reporters. “I’m going to evaluate every piece of legislation in terms of how many jobs there will be after the war. Feed them first and reform them later!” The Harry S. Truman administration failed to heed her warnings on the issue and rolled back price controls.

The bulk of Woodhouse’s work in the 79th Congress (1945–1947) centered on issues before the Banking and Currency Committee. The committee played a large role in House approval of the $3.75 billion loan to the British government in 1946, the Bretton Woods Conference agreements, and the creation of the World Bank and the IMF. Woodhouse supported the controversial British loan, as she would the Marshall Plan later in her career, by dismissing the opposition as largely “emotional” and “psychological.” Woodhouse told colleagues in a floor speech that, “We do not, as yet, always think of ourselves in terms of the responsibilities of the greatest and richest country in the world, the country which alone has the power to determine whether or not the democratic, free enterprise system will expand or decline.”11 She was an ardent supporter of the implementation of the accords for the IMF and the World Bank, arguing that these were indispensable tools for postwar redevelopment. Even while fighting still raged in the Pacific theater, Woodhouse argued for acceptance of Bretton Woods as an important “first step” toward economic integration. “This war is being won not only by military and political cooperation, but also by economic cooperation,” Woodhouse said.12

Standing for re–election to the 80th Congress (1947–1949) in 1946, Woodhouse and other Democrats faced serious challenges at the polls. Unemployment problems created by rapid demobilization, as well as soaring prices for groceries and other staples, roiled voters. Her opponent in the general election was Horace Seely–Brown, a World War II Navy veteran who married into a family that operated a lucrative apple orchard in eastern Connecticut.13 Disaffected Democratic voters did not turn against so much as they simply stayed at home in large droves. Seely–Brown captured about 60,000 votes, roughly the same number as McWilliams had in 1944. But Woodhouse polled nearly 15,000 fewer votes than in the prior election, as her opponent won with a comfortable 55 to 45 percent margin. Backlash against Democrats was further aided by the presence of voting machines, which allowed for voting a straight party ticket with the push of a single button. Republicans swept all five Connecticut House seats, turning three Democratic incumbents out of office.

During her hiatus from Congress, Woodhouse served as executive director of the Women’s Division of the Democratic National Committee (DNC), and lectured widely on the topic of women in politics.14 Eager to escape the patronage and politicking required at the DNC, Woodhouse sought a position as a staff expert for the Allied Military Governor of Germany, General Lucius Clay.15 As Clay’s economic adviser, she toured the Allied zones of occupied western Germany and kept closely informed about reconstruction and rehabilitation efforts. The DNC post provided Woodhouse public visibility, while the economic advisory role in Germany offered her input into policymaking.16 That combination made her a formidable comeback candidate in 1948 when she challenged Seely–Brown. She benefited from a larger voter turnout for the presidential election, in which she ran ahead of incumbent President Truman. Woodhouse collected nearly 70,000 votes, outpolling Seely–Brown 52 to 48 percent. Statewide, Democrats regained a majority of Connecticut’s House seats.17

During her second term in the House, Woodhouse regained her seat on the Banking and Currency Committee and received an additional assignment on the House Administration Committee. In the spring of 1949, the U.S. Navy invited “Congressman” Chase Woodhouse to make an overnight visit aboard the U.S.S. Midway. Navy rules, in fact, prohibited women from spending the night aboard ship, but the invitations were accidentally sent to Woodhouse and Reva Bosone of Utah. Bosone was unsure whether to accept. Finally, Woodhouse declared, “Of course, we ought to. After all, aren’t you a Congressman?” Bosone replied, “You bet your life I am, and I work twice as hard as most of the men.”18

Woodhouse remained a confirmed supporter of Truman administration foreign policies. In 1949, she endorsed the ratification of the North Atlantic Pact that created America’s first permanent overseas military alliance, the North Atlantic Treaty Organization (NATO). “The Marshall Plan has proven its value as an effective tool of economic recovery in Europe and as a bulwark against the threatened onrush of communism,” Woodhouse told reporters, adding that the Atlantic Pact was the “next logical step.”19 Based on her extensive travels in Germany, she declared that the 1948 Berlin Airlift—which supplied blockaded Soviet–occupied East Berlin with food and supplies—was “worth every cent of the cost,” because it proved to Moscow that the Western Allies “mean business” in protecting open access to the German capital.20

In 1950, Woodhouse again faced Horace Seely–Brown in her fourth congressional campaign. Much of the midterm election focused on the Truman administration’s foreign policy, particularly the decision to intervene with military force on the Korean peninsula to halt North Korea’s invasion of South Korea. Following a trend in which the GOP regained control of Connecticut, Woodhouse lost by fewer than 2,300 votes out of 135,000 cast.21

After Congress, Woodhouse served as head of congressional relations for the Office of Price Stabilization, where she worked from 1951 until 1953. She was an early and harsh critic of McCarthyite anti–communism, especially when used for political gain.22 From 1953 until she retired in 1980 at age 90, Woodhouse served as head of the Connecticut Service Bureau for Women’s Organizations in Hartford. Woodhouse also was the first chair of the Connecticut Committee on the Status of Women and was a delegate to the Connecticut constitutional convention in 1965. She retired to a circa–1726 home on a 390–acre farm near Baltic, Connecticut. On December 12, 1984, Chase Woodhouse died in New Canaan, Connecticut.

It seems rather daring for a person who teaches sociology eleven months in the year to think of a Ph.D. in economics but I hope to complete the requirements for that degree in the not too distant future. With that in view may I ask you a few questions?

Would your department be willing to accept as a thesis a study of the relation between the state and labor in Massachusetts—the statute law and common law governing that relation and the economic and political theories underlying that law? I have a large part of such a study completed and would like to substitute it for the Financial History of Montreal which it was agree I was to offer. It has not been possible for me to be in Montreal at any time during the last four years and of course there is no material on that subject here.

Also I am not certain of my interpretation of the statement in the catalog in regard to the written examinations. Does it include the work done for the minor or is that still treated in a separate oral examination? If two writtens are taken on what basis does the department prefer to have the work divided? If two examinations are taken is it very difficult to obtain permission to have them separated by more than three months if something should happen to make that seem necessary? And further, would it be possible under any circumstances to take the written examinations here under the supervision of the Librarian or of the President’s office? I teach at the Smith College School for Social Work in the Summer so that it is quite a problem to get away for several days.

Upon a good many occasions we have been wondering whether you would not go on and finish your work with us and the suggestions sketched in your recent letter seem entirely feasible ones. In particular, the thesis subject which you cite is perfectly satisfactory as the title of a thesis in Economics.

As for the written examinations the situation is as follows:

  1. These written examinations cover only the field of the major department.
  2. If the examinations are divided into two parts the division may be made on any basis desired by the candidate.
  3. We have already abolished the regulation that not more than three months may intervene.
  4. We can readily make arrangements for the examination to be supervised at Smith.

And not it is to be noticed that there is no necessity of your taking these written examinations unless you prefer to do so. When your curriculum was blocked out the arrangement was that there was to be a final oral examination in which the major and the minor departments would participate. This still holds. However, anyone who wishes to shift to the new basis may do so. If you do make the shift then your final oral examination, so far as the major department is concerned, will lie primarily in the field of your thesis.

Of course, I shall be very glad indeed to answer any questions which may arise.

I had to consult the course announcements for 1926-27 to be sure that the course description I found in the files corresponded to that announced in the following letter from Paul H. Douglas to his chairman L. C. Marshall. We can be reasonably sure that the fifth person participating in the course was the recent Columbia Ph.D., William J. Shultz. I come to this conclusion because there is a letter in the same folder in which Douglas strongly recommends hiring William J. Schultz [sic].  The correct spelling turns out to be S-H-U-L-T-Z, and there is a New York Times obituary for William J. Shultz who was reported there to have taught economics at the University of Chicago in 1926.

SPECIAL STUDIES IN WAGES
[1926-27, Winter quarter]

An attempt to frame a theory of wages and of distribution and to ascertain inductively some of the forces which determine the rate of wages. After a review of various wage theories, such as those of the marginal productivity, wages fund, discounted marginal productivity, subsistence, bargain, employment and vulgar theories, an analysis of the problem will be made in terms of the relative elasticity of the supply cures of the factors of production and of their curves of imputed productivity. An attempt will then be made to trace inductively in so far as possible the supply curves of labor and capital. The effect of wages upon the short-run supply of labor will be tested as regards a number of factors including: (1) the age of entrance into industry, (2) the age of departure from industry, (3) the proportion of persons within the active age groups gainfully employed, (4) hours of work, (5) absenteeism and turnover, (6) intensity of effort, (7) changes in skill, (8) immigration. The effect of changes in real wages upon the long-time supply of labor will also be tested as regards its influence upon (1) the birth rate in Great Britain and the United States, (2) the rate of net fertility, (3) the effective labor supply, (4) the percentage of unemployment.

If time permits, investigations will also be carried through on the probable nature of the supply curve of capital. After a review of the doctrine concerning saving that have been advanced by such writers as Ricardo, Senior, Mill, Cairnes, Sargent, Rae, Böhm-Bawerk, Laundry, Fisher, Cassell, etc., inductive tests will be made of the relationship between changes in the interest rate and changes in the amount of capital saved. The movement of the interest rate in Great Britain and the United States will first be studied. Indexes of capital growth in Great Britain and the United States in physical terms will then be constructed and the rates of change in the volume of saving will be compared with the rates of change in the interest rate. The probable supply curves of natural resources and of management will also be considered but because of reason of time cannot be investigated in detail. It is hoped that the work will make the probably nature of the supply curves of the factors clearer and thus help to establish a more inductive basis for the theory of distribution.

Each student will be expected to do some piece of research upon a problem connected with the general investigation.

Prerequisites–Economics 211, 240 and 301. Professor Douglas, in charge, with Messrs. Millis, Viner, Stone, and [William J.] Schultz [sic, correct spelling is Shultz] cooperating.

Chicago. Laughlin’s observations on state of economics department, 1924

 

This post features a memorandum from 1924 that summarizes a conversation between the president of the University of Chicago and the first head of the department of political economy called in after retirement to help the department in covering a vacancy in its professorial ranks. Among other things we learn that Laughlin’s pension from the university was $3000/year.

Backstory 1: Shortly after being promoted to professor of economics, Harold G. Moulton left the University of Chicago in September 1922 to head the Institute of Economics established by the Carnegie Corporation in Washington, D.C. The department had trouble finding a successor, so among temporary measures it brought James Laurence Laughlin out of retirement during the academic year 1924-25 to help cover the money field. The last item transcribed below summarizes Laughlin’s observations on the state of the department ca. eight years after his retirement in 1916.

Backstory 2: L. C. Marshall’s request to resign both the Deanship of the school of Commerce and Administration [succeeded by W. H. Spencer] and school of Social Service Administration [succeeded by Edith Abbott] was accepted to take effect 31 December 1923. He agreed to continue on as Chairman of the Department of Political Economy under the condition that funds be provided for additional clerical services.

I am at this same time asking Mr. Plimpton what would be involved as far as the relationship of stipend to retiring allowance is concerned.

This is a request to include in the Political Economy budget for the year 1924-25 the sum of $1,500.00 for clerical assistance.

In order that you may not need to consult files I give below an abstract of the situation up to the present time.

  1. Along about January 1 you expressed a willingness to take up with the expenditures committee the provision of clerical assistance. While you were on your vacation I took the matter up through Mr. Dickerson and a sum was granted providing for clerical assistance during the remainder of this current budgetary year.
  2. I asked Mr. Tufts to insert in the 1924-25 budget a request for $1,500.00 but he indicated the need of awaiting your return before taking action on the matter.
  3. Sometime after your return I asked Mr. Tufts whether he wished to take the matter up with you or whether I should take it up. The reply received indicated that Mr. Plimpton was under the impression that you had some understanding on the matter.
  4. The official copy of the budget received from Mr. Tufts a day or two ago contains no such item.

My dear Mr. Marshall:

In reference to your letter of May 29 I am glad to be able to state that the budget of next year as approved by the Board of Trustees carried with it an appropriation of $1500 for clerical service for your department. The statement sent to you by Mr. Tufts was intended to cover only the salaries of the teaching staff.

I am sure the Board of Trustees would approve the recommendation of the department that Mr. Laughlin be invited to give lectures in the autumn quarter. As respects his compensation, concerning which you wrote to Mr. Plimpton, the custom has been to add a stipend for such service to the retiring allowance which is continued without interruption. Mr. Small [Department of Sociology] and Mr. Coulter [Department of Botony] are both being retained next year on this basis, each of them rendering substantially half service throughout the year. The extra compensation is, in one case, $1500, in the other $2000. May I raise the question whether either sum would not be sufficient in Mr. Laughlin’s case also? In other words, $2000 for the special service, in addition to the $3000 of his regular retiring allowance?

Memorandum of Conversation with
Professor Laughlin
—November 19, 1924

On returning to the University Mr. Laughlin is struck with two things in respect to the Department of Political Economy.

1) The introductory courses are not as well conducted as they were in 1916. Then some of the abler men of the department were giving them. Now they are largely in the hands of instructors and assistants.

2) There has been a large increase in the number of graduate students.

There are four Universities that have graduate departments in Political Economy that need to be taken into account by us.

Columbia has the largest department.

Chicago is second in size.

Harvard is falling off.

Wisconsin is falling off.

            The task of meeting graduate students and overseeing their work is an arduous one. We must, however, hold our own in dealing with this class of students. It would be desirable to raise the level of undergraduate work, but not at the expense of sacrificing our graduate work.

We must hold our present staff. Marshall, Clark and Viner are the best men. Wright is a good man. Field and Millis are pretty set in their ways, but this whole staff should be retained.

(In subsequent conversation with Marshall he said Field was the best man of the whole group, but that his Harvard inhibitions made it impossible for him to bring things to pass. He is afraid of what people will say and of the tendency of things. Millis is a good man, but no longer capable of much re-adjustment.)

Mr. Laughlin urges that we must get a first class man in money. He believes that the business interests should be asked to give money for this particular purpose.

The weakness of the undergraduate department is due to the lack of good men and salaries to pay them. C & A is doing most of the undergraduate work. This is not in itself objectionable. The spirit of C & A is good.

It is very desirable to unify the Department of Economics and the School of Commerce and Administration further.

Chicago. Recommended public finance textbooks. Viner’s list, 1924

 

The original memo sent to Jacob Viner asking for the names of a few textbooks suitable for college class in the field of public finance is a carbon copy of a common memo, except for the name “Mr. Jacob Viner” and field “Public Finance” that are both clearly typed onto the carbon copy. It appears that the chairman L. C. Marshall might have been surveying his Chicago colleagues to assemble a list of college textbooks by field. There might be other such inquiries with responses, but judging from where I found this memo to Viner, one would have to plow through the Chicago economic department records where the memos are filed by recipients. I’ll keep my eyes open.

The first textbook listed by Viner was written by the 1926 Chicago Ph.D., Jens Peter Jensen, whose dissertation was on the general property tax.

Indiana. Undergraduate coursework in economics and commerce, C.F. Zierer (A.B.), 1922

 

 

Scrounging through the economics department archival records at the University of Chicago, I came across the 1925 case of a geography graduate student who petitioned to waive the economics examination required for his degree based upon his extensive undergraduate coursework in economics and commerce at Indiana University. The file includes a hand-written list of the courses and titles of the texts/readings used at Indiana University (1919-22). The student, Clifford M. Zierer went on to teach in the UCLA Department of Geography for forty years (see In Memoriam, below).

I find this list to be an interesting artifact for a variety of reasons: it helps to document what the key texts were in teaching economics at a public university right after WWI; Zierer enrolled as an undergraduate at Indiana University just as the School of Commerce and Finance was established; journalism and advertising can be seen to have been born-together-at-the-hip. I was also struck at just how much business and economics course work Zierer brought with him before entering graduate school in geography.

I failed to get the accompanying material from Mr. C. M. Zierer before the departmental meeting on Thursday. Will you raise it next Thursday? The essential facts are these:

  1. The Department of Geography now requests every candidate for the doctorate to meet certain qualifications in the field of Economics. The accompanying carbon of a letter to Mr. J. W. Coulter shows what these qualifications are and also shows a special suggestion for meeting them in the case of Mr. Coulter.
  2. Sometime since, a Mr. Appleton presented himself to me, showing credentials covering a wide range of work in Economics at the London School of Economics. At that particular time there was a good deal of work ahead of the Department on various matters and I conducted a little quiz of my own orally. It was such a clear case that I did not hesitate to certify to Mr. Barrows that Mr. Appleton was qualified in the field of Economics.
  3. This may or may not have set a bad precedent. Certainly Mr. Zierer now points out that he took his Bachelor’s degree at the University of Indiana, graduated with distinction, and received the Phi Beta Kappa. He majored in Economics. His dissertation was the “Industrial Study of Scranton, Pennsylvania.”
    Zierer would be glad to be excused from a written examination, but I think I made it clear to him that there is no precedent in the matter and that it rested entirely with the Department.
  4. In view of the rather wide range of work that he has had in Economics (for which he showed sufficient credentials from the University of Indiana) I think it would be reasonable to excuse him, maybe with an oral quiz added to protect us.

Clifford M. Zierer
1898-1976

Clifford M. Zierer was born in Batesville, Indiana on July 4, 1898, and attended local schools through high school. For three years, following graduation, he taught in Indiana public schools and spent his summers attending different colleges to improve his teaching background. In 1919 he enrolled at Indiana University and completed an A.B. in economics in 1922. Transferring to geology, he earned an M.A. at Indiana in 1923 and, transferring again, he earned a Ph.D. in geography at the University of Chicago in 1925. Work in three disciplines provided a broad base for his later teaching and research in mineral industries, agricultural land use, and urban geography. Clifford Zierer and Milla Martin, a student at Indiana University, married in June 1925 and in the fall of 1925 the couple came to Los Angeles, where Clifford entered upon his lifetime career of teaching in the UCLA Department of Geography, a career that spanned forty years until his retirement in 1965.

Recent generations of faculty and students cannot appreciate the labors of the developmental building of a university, work that occupied those faculty members whose service began on the Vermont Avenue campus. Years were spent on committees dealing with budgets, buildings, programs, curricula, courses, and course structures. Beyond such service, Zierer not only taught a wide range of courses but he also initiated many of the courses that became standard elements in the departmental program. He spent years with the Library Committee to enlarge the facilities and holdings of the University Library. Clifford and Milla Zierer were both quiet, modest, and soft-spoken members of a small university community that laid the groundwork for the growth of the University, and both participated in their own quiet ways toward that growth. Clifford Zierer was instrumental in developing the departmental program as graduate work was added and, as chairman from 1942 to 1949, he largely structured the expansion of the doctoral program rounding out the departmental offering. A Phi Beta Kappa upon earning his A.B. at Indiana, Clifford also became a member of Sigma Xi at Indiana in 1923, and at UCLA he spent years working with both groups, including a term as president of each.

Zierer’s early years in southern California were spent studying aspects of changing land use and urban expansion. A wide range of research papers broadened into a book, California and the Southwest, of which he was the organizer, editor, and contributor of several chapters. During the middle 1930s he also undertook field studies on several themes in Australia, which resulted in professional papers and in the first course on the geography of Australia to be taught in any American university. In his own quiet way, he was something of an innovator and a pioneer.

Clifford never aspired to immense popularity as an undergraduate lecturer, and his insistence upon quality scholarship often caused the casual enrollee to shun his classes; but there were rewards of insight for those who persevered. For years his seminar students, meeting in the attic library-study-recreation room of his Brentwood home, were treated to provocative intellectual experiences. Students and associates were often surprised at the breadth of his knowledge, the keenness of his mind, and the private enthusiasm for his subject.

Milla Zierer passed away in 1951; thereafter Clifford slowly withdrew from his former active participation in broad University affairs and handed over to newcomers the concerns that had so long engaged him. The large Brentwood home was given up for a smaller house not far away, and Zierer’s last years were spent quietly. He died on October 6, 1976, survived by two sons, Robert and Paul.

Chicago. Intradepartmental discussion, graduate microtheory prerequisite. 1928.

 

Within an academic year there is often a natural ordering for a two-semester or three-quarter course sequence that allows the later courses to build on the course(s) that preceded it. With the growing depth of economic theory by the 1920s at the latest, more than a single course year was understood to be required to get up to research speed. We can add to this the further complicating fact of graduate programs being fed from a variety of undergraduate programs. It then becomes necessary to get excruciatingly explicit about the course content of prerequisites. 

The memos transcribed below make it clear that a “stiff” sophomore-level “value and distribution theory” course as taught in the College at the University of Chicago would constitute the minimum preparation to begin the study of neo-classical economics à la Viner in 1928. It is also noteworthy that the “powwow” of Chicago economists named in L. C. Marshall’s first memo below appeared to consider the course on “Contemporary Continental Economic Thought” a different species altogether, not requiring even intermediate microeconomic theory as a prerequisite.

Before Knight left us we had a long powwow about the theory situation as it seemed to have developed through the autumn quarter. [Frank Hyneman] Knight, [Lionel D.] Edie, [Theodore Otte] Yntema, [Henry] Schultz, [William Homer] Spencer and myself participated.

Here are the results of the conference:

1) It was agreed that neither 201 nor 301 should be regarded prerequisite to 309.

2) It was agreed that a person taking 301 could not wisely take 309.

3) It was agreed that 201 could not properly be made prerequisite for 301 since most of the students taking 301 do not come up through our own organization.

Do you see any difficulties with this arrangement?

In reply to your note of January 20 in which you say “I do not see why 201 or its equivalent should not be demanded as a prerequisite for 301, any stiff undergraduate course in price and distribution being regarded as the equivalent of 201. For undergraduates wanting to take 301 as undergraduates it seems to me clear that 201 should be insisted upon as a prerequisite.”

I judge that this means that no substantial difference of opinion exists between you and the group that talked the matter over. Apparently you would regard a sophomore course in the principles of economics (the usual thing in American colleges) as being an equivalent of 201 for purposes of stating the prerequisite for 301. This being true, what would you think of stating the prerequisite thus:

Prerequisite: a good undergraduate course in value and distribution.

It seems wise specifically to mention value and distribution for the expression “principles of economics” has no one meaning as far as undergraduate instruction is concerned.
