Harvard. Economics department professors plan review of junior staff. 1932

 

Within the faculty of the Department of Economics at Harvard University, there was a Committee of Professors. From the following memo it appears that within the Committee of Professors there was an Executive Committee. The memo is interesting to read as an announcement of a pending review of the junior staff that will be stratified into five layers: “unusually able men”, “capable and useful” (hold), “capable and useful” (encourage to seek elsewhere), “not as useful here” (push to seek elsewhere), “capable young” (hold). Somewhat surprised that the strata assignments were identified ex ante. 

[I have added the full names and plus the dates and names of the institutions where undergraduate and graduate degrees had been awarded.]

Also worth noting are hopes for attracting Gottfried Haberler to continue and explicit mention of Wassily Leontief as someone to consider for hiring.

B. The Committee should also consider our instruction in International Trade. At present Associate Professor Cole is giving Economics 9a, the undergraduate course in International Trade. The Department has voted that when possible this course is to become part of a full course—International Economic Problems. Our graduate course—Economics 39—will be given by Dr. Haberler during the second half of this year. Dr. Haberler may be available for another year or two if the Department cares to invite him.
Professor Cole is interested in the undergraduate instruction in International Trade and International Economic Problems, but not particularly in the graduate instruction.
A.E. Monroe is interested in the graduate instruction in International trade. Although he is on one-half time appointment, probably an arrangement could be made for him to give the graduate course.

C. There is a possibility—if some of our non-faculty instructors accept positions elsewhere—that we may be able to make a few new appointments. The following men should be considered.

Partial course outlines from Harvard’s principles of economics course from 1927-28 and 1928-29 were found filed with the economics course outlines for 1938-39 in the Harvard Archives. The principal instructors for the courses in both years were Harold Hitchings Burbank and Edward Hastings Chamberlin, so combining the first semester outline from 1928-29 with the second semester outline from 1927-28 as transcribed below gives us a synthetic syllabus for the 1927-29 years. This post also includes enrollment figures for the two academic years as well as the corresponding semester final exams for the course. Links to the assigned textbooks have been added to complete the package.

ECONOMICS
GENERAL STATEMENT

Course A is introductory to the other courses. It is intended to give a general survey of the subject for those who take but one course in Economics, and also to prepare for the further study of the subject in advanced courses. It may not be taken by Freshmen without the consent of the instructor. Students concentrating in Economics should elect Course A in their Sophomore year, except in unusual cases. History 1 or Government 1, or both of these courses, will usually be taken to advantage before Economics A…

A. Principles of Economics

The course is conducted entirely by oral discussion in sections. Taussig’s Principles of Economics is used as the basis of discussion.

Course A may not be taken by Freshmen without the consent of the instructor.

  1. Many business men are hoping for a period of rising prices; some financial writers are prophesying that it is inevitable. Assuming no change in our existing monetary and banking laws, what causes might lead to an increase in prices? How would such rising prices tend to affect the holders of various types of securities?
  2. “Some people argue that price is determined by cost of production; and yet they admit that producers with too high costs have to drop out. Thus it is clear that in reality a producer’s cost is determined by the price he can get, consequently price cannot be determined by cost of production.” Comment on this statement.
  3. What influence has the existence of joint cost upon the development of large scale production?
  4. It has been stated that with the Federal Reserve System in operation there will never be a recurrence in the United States of such (a) crises and (b) panics as occurred in 1893 and 1907. Do you agree?
  5. What attitude toward the tariff would you expect to be taken by a banker who has made large loans abroad, by a manufacturer of woolen cloth, by a professor of economics, by a Louisiana politician?

Harvard. Economics PhD alumnus, Mandell Morton Bober, 1925

 

In the previous post we learned that the Harvard David A. Wells Prize winner for 1925-26, Mandell Morton Bober, was Jewish and this fact was considered relevant information in the Harvard economics department’s placement of graduates in university positions. This post provides some more biographical and career detail about Professor Bober who had a long and distinguished career as an economics professor at Lawrence University, Wisconsin.

Fun Facts: Bober taught undergraduate economics to Shinto Tsuru (who was to go on to Harvard graduate economics) and he was for a brief time a colleague of Harry Dexter White. 

Bober’s papers are kept at the Lawrence University archives.

Born: November 15, 1891 in Kovel, Volhynia then Russia (now Ukraine).
Immigration: September 22, 1911 in New York.
B.S. (Mathematics): 1918 from the University of Montana.

Teaching Assistant: 1923-24 in European Industry and Commerce since 1750 and Economic History of the United States (both taught by Assistant Professor Usher), Harvard University.

1943 Yearbook: “M.M. Bober returned this summer to America’s dairyland after a year and a half in Washington, D.C. with the O.P.A…was awarded the David A. Wells prize several years ago for his book on Karl Marx…is chiefly interested in “teaching, teaching and teaching.” p. 15.

Bober remembered as undergraduate professor of Shigeto Tsuru

When released from prison in the spring of 1931, I found myself expelled from the Higher School; and thus I followed my father’s suggestion to study abroad. My choice was to go to Germany inasmuch as my first foreign language was German. It happened, however, that in 1931 the Marxism-orientated Social Democratic Party was quite strong in Germany, and my father agreed to finance my study abroad only on the condition that I go to the United States. I agreed to this and chose for matriculation a small college in the State of Wisconsin – Lawrence College in Appleton – with a clandestine intention of crossing the Atlantic in due course.

Lawrence College then had another attraction to me, that is the two Harvard-trained economists in residence: Harry Dexter White, who later was instrumental in drafting an alternative plan to that of Keynes in Bretton Woods, and M.M. Bober, a rare specimen of a scholar on Marx in America at the time.

Professor Galambos points us to The Chaney Tapes — a chronicle of legendary Professor William A. Chaney’s life and times here at Lawrence.  Of particular interest to this blog is the very high profile of Lawrence economists.  Here’s a taste of Professor M.M. Bober:

Some of Professor Chaney’s fondest memories are of his faculty colleagues in the 1950s and 1960s. M. M. Bober, professor of economics, is a particular favorite. His witticisms provide Chaney, himself the master of anecdotal enlightenment, with endless tales.

When discussing an art history professor’s latest attempts at painting, Professor Bober is reported to have said, “Hanging is too good for them”…

Bober’s sharp commentaries even warranted national attention when Time magazine published some of his more notable lines in a review of the retirement of several of academia’s greats in 1957: “If God were half as good to us as we are to Him, we’d be living in paradise,” “Businessmen have as much competition as they cannot get rid of,” and “When you leave this room I want you to feel that you have learned something. Don’t go out and just develop a personality.”
