Harvard. Exams for labor economics and industrial organization. Durand, 1902

This post adds to the growing collection of transcribed course examinations from the Harvard economics department. The “labor question” and “problems of industrial organization” courses were taught during the second semester of 1901-1902 by a visiting instructor hired by the department, E. Dana Durand. In the Harvard Archive’s collection of course syllabi and reading lists I found a four page printed leaflet, “Systems of Agreements and Arbitration”, from Durand’s labor course. It is added to this post.

Backstory

Following the resignation of Edward Cummings in the summer of 1900, William Franklin Willoughby was hired for the year (1900-1901). The exams for Willoughby’s Economics 9 courses for 1900-01 have been transcribed earlier. 

William Franklin Willoughby, Instructor in Economics, resigned, effective September 1, 1901.

Short Biography
from U.S. Census Bureau

Edward Dana Durand (Director, 1909-1913): Durand was born, in 1871, in Romeo, Michigan. When he was still a child, however, his parents moved to a homestead in South Dakota. Durand attended Yankton College for one year before transferring to Oberlin College. He received a Ph.D. from Cornell University in 1896. After receiving his doctorate, Durand moved between several government and academic positions until 1909, when he became deputy commissioner of corporations. Later that year, President Taft appointed him the new director of the census. He replaced Samuel North, who had left after repeated clashes with the secretary of commerce and labor, and took over the Census Bureau well into the planning process for the 1910 census.

Durand concentrated much of his energy on improving the preparation of census reports. He pioneered several lasting innovations in the presentation of data at the Census Bureau. For example, Durand introduced the publication of state-level reports and the early release in press releases of statistics for which there was the greatest demand (such as the total population of individual cities, states, and the United States population). These releases were be followed by bulletins, abstracts, and final reports with greater detail.

After leaving the Census Bureau in 1913, Durand eventually took a place on the U.S. Tariff Commission, where he served from 1935 until his retirement in 1952. He died in 1960.

[Economics] 92 hf. The Labor Question in Europe and the United States. Half-course (second half-year). Tu., Th., Sat., at 10. Mr. [William Franklin] Willoughby.

Course 9 is chiefly concerned with problems growing out of the relations of labor and capital in the United States and European countries. There is careful study of the methods of industrial remuneration — the wages system, profit sharing, sliding scales and collective bargaining; of the various forms of coöperation; of labor organizations; of factory legislation and the legal status of laborers and labor organizations; of state and private efforts for the prevention and adjustment of industrial disputes; of employer’s liability and compulsory compensation acts; of the insurance of workingmen against accidents, sickness, old age, and invalidity; of provident institutions, such as savings banks, friendly societies and fraternal benefit orders; of the problem of the unemployed.

While the treatment will necessarily be descriptive to a considerable extent, the emphasis will be laid on the interpretation of the movements considered with a view to determining their causes and consequences, and the merits, defects, and possibilities of existing reform movements.

A systematic course of reading will be required, and topics will be assigned for special investigation.

SYSTEMS OF AGREEMENTS AND ARBITRATION.

Agreements at present existing between the Stove Founders’ National Defense Association and the Iron Moulders’ Union of North America.

Conference, 1891. — Whereas there has heretofore existed a sentiment that the members of the Stove Founders’ National Defense Association and the members of the Iron Moulders’ Union of North America were necessary enemies, and in consequence a mutual dislike and distrust of each other and of their respective organizations has arisen, provoking and stimulating strife and ill-will, resulting in severe pecuniary loss to both parties; now this conference is held for the purpose of cultivating a more intimate knowledge of each other’s persons, methods, aims, and objects, believing that thereby friendly regard and respect may be engendered, and such agreements reached as will dispel all inimical sentiments, prevent further strife, and promote the material and moral interests of all parties concerned.

Clause 1, conference 1891.Resolved, That this meeting adopt the principle of arbitration in the settlement of any dispute between the members of the I. M. U. of N. A. and the members of the S. F. N. D. A.

Clause 2, conference 1891. — That a conference committee be formed, consisting of six members, three of whom shall be stove moulders appointed by the Iron Moulders’ Union of North America and three persons appointed by the S. F. N. D. A., all to hold their offices from May 1 to April 30 of each year.

Clause 3, conference 1891. — Whenever there is a dispute between a member of the S. F. N. D. A. and the moulders in his employ (when a majority of the latter are members of the I. M. U.), and it can not be settled amicably between them, it shall be referred to the presidents of the two associations before named, who shall themselves or by delegates give it due consideration. If they can not decide it satisfactorily to themselves, they may, by mutual agreement, summon the conference committee, to whom the dispute shall be referred, and whose decision by a majority vote shall be final and binding upon each party for the term of twelve months.

Pending adjudication by the presidents and conference committee, neither party to the dispute shall discontinue operations, but shall proceed with business in the ordinary manner. In case of a vacancy in the committee of conference it shall be filled by the association originally nominating. No vote shall be taken except by a full committee or by an even number of each party.

Clause 4, conference 1892. — Apprentices should be given every opportunity to learn all the details in the trade thoroughly, and should be required to serve four years. Any apprentice leaving his employer before the termination of his apprenticeship should not be permitted to work in any foundry under the jurisdiction of the I. M. U. of N. A., but should be required to return to his employer. An apprentice should not be admitted to membership in the I. M. U. of N. A until he has served his apprenticeship and is competent to command the average wages. Each apprentice in the last year of his apprenticeship should be given a floor between two journeymen moulders, and they, with the foreman, should pay special attention to his mechanical education in all classes of work.

Clause 5, conference 1892. — The general rate of moulders’ wages should be established for each year without change.

Clause 6, conference 1892. — When the members of the Defense Association shall desire a general reduction in the rate of wages or the Iron Moulders’ Union an advance, they shall each give the other notice at least thirty days before the end of each year, which shall commence on the first day of April. If no such notice be given, the rate of wages current during the year shall be the rate in force for the succeeding year.

Clause 7, conference 1892. — The present established price of work in any shop should be the basis for the determination of the price of new work of similar character and grade.

Clause 8, conference 1892. — Any existing inequality in present prices of molding in a foundry or between two or more foundries should be adjusted as soon as practicable upon the basis set forth in the foregoing paragraphs, by mutual agreement or by the decision of the adjustment committee provided by the conference of March, 1891.

Clause 9, conference 1896. — Firms composing the membership of the S. F. N. D. A. should furnish in their respective foundries a book containing the piece prices for moulding, the same to be placed in the hands of a responsible person.

Clause 10, conference 1896. — New work should always be priced within a reasonable time, and under ordinary circumstances two weeks is considered a reasonable time, and such prices, when decided upon, should be paid from the date the work was put in the sand.

Clause 11, conference 1896. — The members of the S. F. N. D. A. shall furnish to their molders: Shovels, riddles, rammers, brushes, facing bags, and strike-off; provided, however, that they charge actual cost of tools so furnished, and collect for the same, adopting some method of identification; and when a moulder abandons the shop, or requires a new tool in place of one so furnished, he shall, upon the return of the old tools, be allowed the full price charged, without deducting for ordinary wear; any damage beyond ordinary wear to be deducted from amount to be refunded.

Clause 12, conference 1896. — When there is a bad heat, causing dull iron, the foreman’s attention shall be called to it, and payment shall be made for work that is lost from this cause only when poured by foreman’s order, or person next in authority.

If sufficient iron is not furnished the moulder to pour off his work, and such work has to remain over, he shall be paid for such work remaining over at one half the regular price.

These rules shall apply excepting in case of break down of machinery or other unavoidable accident, when no allowance shall be made.

Clause 13, conference 1898. — Whenever a difficulty arises between a member of the S. F. N. D. A. (whose foundry does not come under the provisions of clause 3, 1891 conference) and the moulders employed by him, and said difficulty can not be amicably settled between the member and his employees, it shall be submitted for adjudication to the presidents of the two organizations, or their representatives, without prejudice to the employees presenting said grievance.

Clause 14, conference 1898. — In pricing moulding on new stoves, when there are no comparative stoves made in the shop, the prices shall be based upon competitive stores made in the district, thorough comparison and proper consideration being given to the merits of the work according to labor involved.

Form of agreement adopted and recommended by the National Association of Builders to secure the establishment of arbitration committees, with plan of organization of the same, for the use of associations of employers and associations of workmen in all branches of the building trade.

Agreement.

For the purpose of establishing a method of peacefully settling all questions of mutual concern [name of organization of employers] and [name of organization of employees] severally and jointly agree that no such question shall be conclusively acted upon by either body independently, but shall be referred for settlement to a joint committee, which committee shall consist of an equal number of representatives from each association; and also agree that all such questions shall be settled by our own trade, without intervention of any other trade whatsoever.

The parties hereto agree to abide by the findings of this committee on all matters of mutual concern referred to it by either party. It is understood and agreed by both parties that in no event shall strikes and lockouts be permitted, but all differences shall be submitted to the joint committee, and work shall proceed without stoppage or embarrassment.

The parties hereto also agree that they will incorporate with their respective constitutions and by-laws such clauses as will make recognition of this joint agreement a part of the organic law of their respective associations. The joint committee above referred to is hereby created and established, and the following rules adopted for its guidance:—

Organization or joint and rules for its government.

  1. This committee shall consist of not less than six members, equally divided between the associations represented, and an umpire, to be chosen by the committee at their annual meeting, and as the first item of their business after organization. This umpire must be neither a journeyman craftsman nor an employer of journey-men. He shall preside at meetings of the committee when necessary.
  2. The members of this committee shall be elected annually by their respective associations at their regular meetings for the election of officers.
  3. The duty of this committee shall be to consider such matters of mutual interest and concern to the employers and the workmen as may be regularly referred to it by either of the parties to this agreement, transmitting its conclusions thereon to each association for its government.
  4. A regular annual meeting of the committee shall be held during the month of January, at which meeting the special business shall be the establishment of “working rules” for the ensuing year; these rules to guide and govern employers and workmen, and to comprehend such particulars as rate or wages per hour, number of hours to he worked, payment for overtime, payment for Sunday work, government of apprentices, and similar questions of joint concern.
  5. Special meetings shall be held when either of the parties hereto desire to submit any question to the committee for settlement.
  6. For the proper conduct of business, a chairman shall be chosen at each meeting, but he shall preside only for the meeting at which he is so chosen. The duty of the chairman shall be that usually incumbent on a presiding officer.
  7. A clerk shall be chosen at the annual meeting to serve during the year. His duty shall be to call all regular meetings, and to call special meetings when officially requested so to do by either body party hereto. He shall keep true and accurate record of the meetings, transmit all findings to the association interested, and attend to the usual duties of the office.
  8. A majority vote shall decide all questions. In case of the absence of any member, the president of the association by which he was appointed shall have the right to vote for him. The umpire shall have casting vote in case of tie.

Clauses to be incorporated with by-laws of parties to joint agreement.

A. All members of this association do by virtue of their membership recognize and assent to the establishment of a joint committee of arbitration (under a regular form of agreement and governing rules), by and between this body and the ______, for the peaceful settlement of all matters of mutual concern to the two bodies and the members thereof.

B. This organization shall elect at its annual meeting ______ delegates to the said joint committee, of which the president of this association shall be one, officially notifying within three days thereafter the said ______ of the said action and of the names of the delegates elected.

C. The duty of the delegates thus elected shall be to attend all meetings the said joint committee, and they must be governed in this action by the rules jointly adopted by this association and the said ______.

D. No amendments shall be made to these special claims, A, B, C, and D, of these by-laws, except by concurrent vote of this association with the said ______, and only atter six months’ notice of proposal to so amend.

Rules for the Year 1900

Boston, February 8, 1900.

The Mason Builders’ Association of Boston and vicinity has, through the joint committee on arbitration, made the following agreement with Bricklayers’ Unions Nos. 3 and 27 of Boston and vicinity, as follows:—

  1. Hours of labor. — During the year not more than eight (8) hours’ labor shall be required in the limits of the day, except it be as overtime, with payment of same as provided for.
  2. Working hours. — The working hours shall be from 8 A.M. to 12 M. (one hour for dinner during February, March, April, May, June, July, August, September, and October). During November, December, and January it shall be optional with the men on jobs whether they work half hour at noon and quit at 4.30 p.m.
  3. Night gangs. — Eight hours shall constitute a night’s labor. When two gangs are employed, working hours to be from 8 p.m. to 12 m. and from 1 a.m. to 5 a.m. Where regular night gangs are employed, from 1 a.m. to 5 a.m. Sunday morning, the minimum rate shall be paid.
  4. Overtime. — Except in cases of emergency no work shall be done between the hours of 5 and 8 a.m. and 5 and 6 p.m. Overtime to be paid for as time and one half, except the hour between 5 and 6 p.m. which shall be paid for as double time, but this section as to double time is not to be taken advantage of to secure a practical operation of a 9-hour day.
  5. Holiday time. — Sundays, Fourth of July, Labor Day, and Christmas Day are to be considered as holidays, and work done on either of these days is to be paid for as double time.
  6. Wages. — The minimum rate of wages shall be forty-five (45) cents per hour.
  7. That the bricklayers shall be paid their wages on or before 5 p.m. on the regular pay day.
  8. If an employee is laid off on account of a lack of material, or for other causes, or is discharged, and if said employee demands his wages, intending to seek other employment, he shall receive his money.
  9. The business agent of the Bricklayers’ Union shall be allowed to visit all jobs during working hours to interview the steward of the job.
  10. In the opinion of the joint committee the best interests of the employing masons demand that all journeymen bricklayers shall belong to the Bricklayers’ Union. Therefore preference of employment shall be given to union bricklayers by the members of the Mason Builders’ Association.

  1. Discuss the charge that labor organizations, by fixing a standard rate of wages, injure both the most efficient and the least efficient workmen.
  2. How far do labor organizations enforce restrictions upon the number of apprentices? Give fully one reason for and one against the justice of this policy of restriction.
  3. Describe fully but in general terms the more systematic process of collective bargaining, as practiced, for example, by the coal miners or the glass workers.
  4. Distinguish the two chief classes of boycotts. What do you think of their justice and legality, and why?
  5. What in a broad war has been the movement of nominal and real wages in the United States since 1870, and since 1890? Name three leading sources of information as to wage statistics.
  6. State briefly four causes which contribute to the evils of the “sweating system.” Discuss one thoroughly.
  7. Give briefly three arguments in favor of the eight hour day, and criticise one fully.
  8. Describe the existing legislation regarding child labor, in the United States and England.
  9. Has the employment of women in gainful occupations increased in the United States, or not, and why? Give three reasons why the wages of women average less than those of men.
  10. What is the doctrine of the common law in the United States regarding the liability of employers for injuries to employees by their fellow servants? What do you think of this doctrine, and why?
  11. Distinguish three main forms of coöperation. What degree of success has each attained in the United States, and England (statistics unnecessary)?
  12. State the leading arguments in favor of further restriction of immigration.

9a2 hf. Problems of Industrial Organization. Half-course (second half-year). Mon., Wed., Fri., at 9. Mr. [William Franklin] Willoughby.

This course will give a critical study of modern industry with special reference to the efficiency of production and the relations existing between employers and employees. The actual organization of industrial enterprises will first be considered. Under this head will be treated such subjects as corporations, the factory system, the concentration and integration of industry, and the trust problem in all its phases. Following this, or in connection with it, will be studied the effect of the modern organization of industry, and changes now taking place, upon efficiency of production, stability of employment, and industrial depressions. Careful attention will be given to the relations existing between employers and employees, and the functions of organizations of both classes. Finally will be considered the position of the individual under the present system, – his preparation for a trade through apprenticeship, technical education, or otherwise; his opportunities for advancement: his economic independence. Conditions in Europe as well as in the United States will be shown.

Topics will be assigned for special investigation, and the results of such inquiries will be considered in class.

This course is open to students who have taken Course 1, and it is desirable that they shall have taken Course 9 as well.

  1. In what manner do you think that (a) the individual efficiency of laborers, (b) their collective efficiency, would be affected by the general adoption of profit sharing? of socialism?
  2. It has been said that the original formation of capital is due to abstinence or saving, but its permanent maintenance is not. What do you say to either statement?
  3. Wherein is Walker’s presentation of the forces that make the general rate of wages better than Mill’s, wherein not so good?
  4. “The extra gains which any producer or dealer obtains through superior talents for business, or superior business arrangements, are very much of a similar kind. …All advantages, in fact, which one competitor has over another, whether natural or acquired, whether personal or the result of social arrangements, bring the commodity, so far, into the Third Class, and assimilate the advantage to a receiver of rent.”
    Explain (a) what is this Third Class, and what is the law of value applicable to it; (b) what Mill would say as to the proposition here stated; (c) what Walker would say?
  5. What qualifications of the general principle of rent can you state, in its application to (a) premises used for building purposes, (b) dwelling-houses, (c) mines?
  6. If all men had the same start in life, would there be differences of wages? If so, of what sort? If not, why not?

    Explain the situation to which he refers, and the reasons for this disappearance of the “standard coin.”

Consider (a) what are the conditions under which this is likely to be the case, (b) how far these conditions are at present realized in the case of England.
  2. Distinguish the successive stages in the technological history of iron and steel, and connect them with the industrial development of the several countries concerned.
  3. What were the questions at issue in England in the Engineering dispute of 1897? What, with your present knowledge, do you think ought to have been your attitude, had you then been (a) an English engineering employer, (b) a leading official of the employees’ union.
  4. Give a brief account of the organization of the English cotton manufacture (as distinguished from the securing either of the material or of a market for the product).   1. Compare Ricardo’s conclusions with Adam Smith’s on the course of wages, profits, and rent, as society advances: discussing not only the conclusions themselves, but the reasoning by which the two writers arrive at them.
  2. Under what circumstances are real wages high, according to Adam Smith? according to Ricardo?
  3. Adam Smith’s doctrine on labor as a measure of value; Ricardo’s strictures thereon; and Ricardo’s own doctrine.
  4. S. Mill in his Autobiography says that “it was one of my father’s main objects to make me apply to Smith’s more superficial view of political economy the superior lights of Ricardo, and to detect what was fallacious in Smith’s arguments or erroneous in his conclusions.” Set forth how you believe the two Mills (father and son) set about this task as to Adam Smith’s reasoning on the following topics:—
    1. the mode in which the payment of heavy foreign obligations is brought about by the exportation of goods, not by the outflow of specie;
    2. the distinction between that land which always affords rent, and that which sometimes does and sometimes does not;
    3. the effect of foreign trade in raising the general rate of profits in a country.

This post begins with a chronicle of the course work and seminar presentations of the Japanese graduate student of economics, Yukimasa Hattori, at the Johns Hopkins University for the academic years 1900-01 and 1901-02. I find it really remarkable that one is able to put together such a detailed timeline for an arbitrary single graduate student well over a century ago from online sources.  A transcription of the doctoral examination questions given to Hattori found in the Johns Hopkins archive and a link to Hattori’s published dissertation complete the post.

Perhaps a Japanese visitor to this blog could find and share additional biographical information about Hattori from Japanese language sources?

Monday and Tuesday, 9 a.m. Labor Problems. Mr. W. F. Willoughby

Labor Problems. Mr. W. F. Willoughby, of the United States Bureau of Labor, lectured on Labor Problems to ten graduate students, two hours weekly, during the first half-year.
This course was devoted primarily to a study of the group of movements having for their purpose the increase in the economic security of the laboring classes. Each of the contingencies was considered in which workingmen are unable to earn wages, as disability, sickness, accident, premature invalidity old age, and inability to obtain work, and the effort now being made in Europe and the United States for providing for them through insurance or otherwise A few lectures were also given on the organization and practical work of statistical bureaus in various countries.

Monday and Tuesday, 12 M. United States Constitutional Law. Dr. Willoughby

Advanced United States Constitutional Law. Eleven graduate students, two hours weekly, throughout the year. These lectures presupposed a general knowledge of our political history and of the elements of our public law, and were therefore devoted to the discussion of the more perplexing and as yet unsettled points in our constitutional law, the illustrations being largely drawn from the decisions of the U.S. Supreme Court during the last few years. Especial attention was given to the examinations of the legal problems involved in the annexation and government of foreign territories. Carefully prepared written analyses of the leading cases considered were required of the students.

Wednesday, 9 a.m. Economic Development. Associate Professor Sherwood.

The Law of Economic Development. Eight graduate students, one hour weekly, through the year. This course was an examination of the law of evolution as applied to economic life. The basis of this application is found in the fact that social activity and organization begin in the want and will of individuals, and that these are governed by an economic or utilitarian principle which leads men to act so as to secure the greatest satisfaction with the least sacrifice. The operation of this principle was shown in military, political, and religious life, as well as in industrial activity. Individual variation, which begins change, in itself an illustration of this law and the new social organization which results, is evolved from these utilitarian choices and efforts of the individuals. Division of labor, the varying forms of industrial organization and the growth of capital are all to be explained in the same way.

Wednesday and Thursday, 12 m. History of Political Philosophy. Dr. Willoughby.

History of Political Theories, 1300 to 1750 A.D. Twelve graduate students, two hours weekly, throughout the year. The political ideals and principles of this period were analyzed and criticized. An especial effort was made to show the extent to which these theories were the outcome of the political conditions and general characteristics of the times in which they were formulated.

Alternate Thursdays, 4-6 p.m. Economic Seminary, Associate Professor Sherwood

Economic Seminary met two hours fortnightly, with eight graduate students. The special study of Commerce and Commercial Policy of the United States has been continued, in part by the preparation of papers and in part by the critical study of List’s National System of Political Economy. Papers upon other topics were also read and reviews were given of current economic literature.

Thursday and Friday, 9 a.m. Banking. Associate Professor Sherwood

Modern Banking. Two hours weekly, first half-year, with ten graduate students. A comparative study of the banking systems of England, France, Germany, and the United States was made. Attention was directed to the internal organization of the central banks and their relation to the other banking institutions of their respective countries, to the present status of the business done by the banks, and to the relation of these banks to the government. Conclusions were drawn from these studies as to the tendencies in modern banking, and certain needed reforms in the American system were pointed out.

Alternate Fridays, 8 p.m. Historical Seminary. Professor Adams.

Historical Seminar [also called “Historical and Political Science Association”] met regularly on alternate Friday evening and was attended by eighteen students and five instructors. The more important original work of the department was presented in these fortnightly meetings, and the current literature of history, economics, and political science was subjected to review and criticism. The proceedings from October 5 to March 15 are published in the University Circulars in January, March,[ and May-June] 1901.

Monday, 9-11 a.m. American Finance. Dr. E. D. Durand.

American Financial History. Dr. E. Dana Durand, Secretary of the United States Industrial Commission, on leave of absence from Stanford University, lectured…to a class of six graduate students, two hours weekly, during the second half-year. The course covered the history of the public finances of the United States Government, from the beginning of the Revolution to 1890. The development of the customs duties and of other methods of taxation was traced and the policy of debt management was discussed. The history of the currency and banking system was also considered in so far as it bears on the general subject of the administration of the public treasury. The students did collateral reading from a number of original documents and of secondary treatises, and each of them presented a paper on some phase of financial history.

Theory of Credit with six graduate students, two hours weekly, second half-year. Analysis of credit was made so as to indicate the operation of credit in its economic rather than in its legal aspect. The part played by credit in productive organization and processes was then traced. The adequacy of present credit institutions to meet the requirements of the various classes of industry was also discussed, as well as the relation of credit to prices. The course was closed with a brief review of the historical development of the theory of credit.

Tuesday and Wednesday, 9 a.m. Theory and Practice of Finance. Associate Professor Hollander

Finance, [was taught by Associate Professor Hollander] two hours weekly through the year. The past financial experience and the present fiscal practice of the United States — federal, state, and local — were taken as the basis for critical and comparative study. The emergence of contemporary problems in our public economics was traced, and the concrete issues thus presented served to introduce an exposition of the fundamental theories of the science of finance. Emphasis was put upon the place of financial technique in public economics, and attention was directed to the immediate financial problems presented by our new insular possessions. A reasonable amount of collateral reading from selected texts was done in connection with the course.

Wednesday, 11 a.m. Oral Examinations in General History. Dr. Ballagh.

Oral Examinations in General History, [Dr. J. C. Ballagh, Associate in History has conducted] one hour weekly, through the year. This work is particularly designed for candidates for the degree of Doctor of Philosophy, though advanced graduates are sometimes admitted to attendance. Important fields of general history were consecutively and systematically reviewed, but especial emphasis was laid upon those in which greater concentration was needed by the individual members of the class. The special course on the political history of Greece and Rome given last year was replaced by a similar specialized course on the constitutional history of England and the political history of the United States. The sources and best exponents of the history of the periods covered were discussed and used by the class.

Wednesday and Thursday, 10 a.m. Mediaeval France. Associate Professor Vincent.

Mediaeval France [taught by Associate Professor J. M. Vincent]. Two hours weekly, first half-year. These two courses together provided a systematic treatment of the history of Europe during the early Middle Ages. Each student was required to present a syllabus of the whole subject with references to sources and authorities.

Wednesday and Thursday 12 m. Legal Aspects of Economic and Industrial Problems. Associate Professor Willoughby.

The Legal Aspects of Economic and Industrial Problems [taught by Associate Professor Willoughby] two hours weekly, throughout the year. The points of law involved in such matters as the control of interstate commerce, taxation, factory legislation and other exercises of the so-called police power, the fixing of wages and prices, the management of strikes, lockouts, boycotts, the control of industrial combinations, of labor unions, etc., were examined. The development of the present law was traced both in the common law and in statutory enactments, and proposals for its amendment outlined and discussed.

Thursday and Friday, 9 a.m. Development of Economic Theories since Adam Smith. Associate Professor Hollander

Development of Economic Theories since Adam Smith, [was taught by Associate Professor Hollander] two hours weekly through the year. A detailed historical survey was made of the development of the fundamental concepts of economic science from Adam Smith to current thought. The body of English thought was followed in the main, but other writers and schools were examined wherever direct influence or analogy was discerned. The method of treatment was topical, resulting in a series of cross-sectional views of the history of economic thought. In connection with the course, members of the class read Adam Smith’s Wealth of Nations, Thomas Robert Malthus’s Essay on Population, and John Stuart Mill’s Principles of Political Economy.

Economic Seminary, [was led by Associate Professor Hollander] fortnightly, in two-hour sessions, through the year, with membership limited to the most advanced students, and designed to develop the use of sound methods of economic research. The general subjects of study were the commercial policies and the industrial institutions of Europe and the United States in the nineteenth century. Dr. George E. Barnett, Instructor in Political Economy, assisted in the conduct of the work. Each member of the Seminary prepared and submitted, for detailed criticism as to method and content, one or more studies within [their] field of inquiry.

Dr. George E. Barnett, Instructor in Political Economy, gave a course of twenty lectures on the Elements of Statisticsduring the second half- year. Attention was directed chiefly to the history of statistics and to methods of statistical investigation. As illustrative material, some of the chief problems of vital statistics were discussed.

The German Reformation [taught by Associate Professor J. M. Vincent]. Two hours weekly, second half-year. JAPAN’S FOREIGN TRADE SINCE THE RESTORATION (1868-1900).

[Abstract of a paper read before the Economic Seminary, April 22, 1902.]

The total amount of Japan’s exports and imports was 26 million yen in 1868; 65 million yen in 1880; 138 million yen in 1890, and from that year on, the aggregate increased by leaps and bounds—most notably after the China-Japanese War (1894-5)—until it reached the enormous sum of 491 million yen in 1900. Stated in terms of the yen, this increase is, however, more apparent than real. Since 1873 the value of silver not only relative to gold but also relative to all commodities has gradually gone down, or in other words general prices in Japan have gone up about seventy-five per cent, so that the figures above stated must be reduced according to the index number of prices in each, particular year in order to show the actual quantity of commodities.

In character, it is only since 1890 that Japan’s export trade has undergone important change. Such commodities as cotton yarn, habutaye (white silk fabric,) silk handkerchiefs, matches, straw braids, floor matting, and European umbrellas, which now form the most important exports, first appeared in the foreign trade of Japan almost simultaneously in 1890. For example, in the case of cotton yarn and habutaye,—in 1890 the export of the former was only 2,000 yen and of the latter 818,000 yen; in 1900 the corresponding figures were 20,589,000 yen and 18,314,000 yen, respectively. In other words, up to 1890, the principal articles of export were the natural products most suited to the soil of Japan such as tea, raw silk, rice, copper, coal, camphor and marine products. Since 1890, the export of manufactured goods has gradually risen to a far larger percentage than that of raw materials.

The logical consequence of this change in the character of Japan’s foreign trade has been a change in its geographical distribution. The tide of Japanese trade is moving more and more towards the eastern shores of continental Asia, namely, Russian Asia, Corea, China, Hongkong, British India and the Straits Settlement. Both exports to and imports from European countries are decreasing, relatively; while the imports from the United States show a remarkable increase.

When Professor Edward Cummings of Harvard resigned his post in the summer of 1900, Harvard turned to the government economist William Franklin Willoughby who had published numerous pieces on labor issues and social welfare policies (several papers in the Quarterly Journal of Economics) to cover Cummings’ labor class for second semester of 1900-01. A second social policy course (Provident Institutions) was offered by Willoughby as well.

“William F. Willoughby, a Johns Hopkins University graduate statistician and one of the early directors of the [Institute for Government Research in Washington, D.C., that later merged with the Institute of Economics and the Robert Brookings Graduate School of Economics and Government to form the Brookings Institution in 1927], helped the institute play an important role in the crafting of the 1921 legislation that led to the creation of the first U.S. Bureau of the Budget, the predecessor of the Office of Management and Budget.”

ECONOMICS.

Ten years ago, the Department of Political Economy had one professor and one instructor, neither giving all of his time to the subject. At present, the Department of Economics has three professors and two instructors. The change in name, from Political Economy to Economics, indicates of itself an enlargement of the range of subjects. The number of courses offered has grown from two to a dozen, with a corresponding development in the variety of topics treated. The increase in the number of students is indicated by the fact that the first course, introductory to the rest, which was taken ten years ago by perhaps fifty students, now has over three hundred. This striking development is significant of the rapid increase in the attention given to economic problems by the public and by our institutions of learning. The staff now consists of Professors Dunbar, Taussig, and Ashley, and Messrs. Cummings and Cole. Professor Ashley enters upon his duties for the first time this autumn, his chair being a newly created one of Economic History. Professor Dunbar continues to edit the Quarterly Journal of Economics, which was established by the University in 1886 with the aid of a fund contributed by John Eliot Thayer, ’85, and which has an established position among the important periodicals on economic subjects. The Department has recently done service to economic students by a reprint, under Professor Dunbar’s care, of Cantillon’s Essai sur le Commerce, a rare volume of importance in the history of economic theory; and it has now in press a volume of State Papers and Speeches on the Tariff, meant to aid students of the tariff history of the United States. For its growth in the past the Department has depended wholly on the expenditure by the Corporation of unpledged resources. No doubt the increasing sense of the importance of economic study will in time change the situation in this regard, and will make this department as attractive for benefactors as those which are older and more familiar.

[Birth of a semester system, emphasis added]

The elective pamphlet announcing the courses to be offered in 1893-94 by the Faculty of Arts and Sciences contains few striking changes. There is a tendency manifested in it to increase the number of half-courses beginning or ending in February, at the time of the mid-year examinations. Thus History 12 is split into two halves, the first half being on the recent history of Continental Europe, and the second half on the recent constitutional history of England; Economics 7 is cut in two, and Economics 12 is established as two half-courses, one on International Payments and the Flow of Precious Metals, and the other on Banking and the History of the Banking Systems. Other examples might be given to emphasize the drift towards something akin to a division of the year into two semesters, particularly for the convenience of graduate students.

ECONOMICS.

In the department of Economics several new courses are offered for 1893-94. Professor Dunbar offers two half-courses, one on international payments and the flow of the precious metals from country to country, the other on banks and the leading banking systems. The two half-courses come at the same hours in the first and second half-years, and, when taken together, form a convenient full course running through the year. This new course will alternate with Course 7, on taxation and finance, which is to be omitted in 1893-94, and will be resumed in 1894-95. — Professor Ashley offers a course on Economic History, from the Middle Ages to modern times, which will take the place of the former Course 4, on the economic history of Europe and America since the middle of the eighteenth century. The new course covers a longer period than was covered in Course 4, and will supplement effectively the instruction in history as well as in economics. Professor Ashley also offers a new half-course, intended mainly for advanced and graduate students, on land tenure and agrarian conditions in Europe. — Professor Cummings offers a half-course, also intended for advanced students, on schemes for social reconstruction from Plato’s Republic to the present time, including the proposals of Bellamy and Hertzka. The course is meant to give opportunity for the discussion of social and political institutions and of socialist theories. — Economics 1, the introductory course in the department, will be remodeled in part in the coming year. A somewhat larger proportion of the exercises will take the form of lectures to all members of the course. Professor Taussig will lecture on distribution and on financial subjects, Professor Ashley on economic development, Professor Cummings on social questions.

ECONOMICS.

The matter that has of late most engaged the attention of the Department has been the welcome and yet embarrassing growth in the number of students taking the introductory course known as Economics 1. This has risen from 179 in 1889-90 to 201 in ’90-91, 288 in ’91-92, 322 in ’92-93, 340 in ’93-94, until in the present year it is 398. Such an increase necessarily raises grave questions both of educational method and of academic discipline. Those professors to whose labors in past years the success of the course has been due are still of opinion that the recitation method, in its best form, — the discussion day after day and chapter by chapter of some great treatise like the work of John Stuart Mill, — furnishes a mental training such as no other plan can provide. But for its successful practice it is necessary either that the class should be quite small, or that, if divided, the sections should be few and small. Accordingly it became evident that some modification of plan was necessary; and last year the arrangement was hit upon of retaining the section work for the greater part of the year, but diversifying it with three months of set lectures at different periods by Professors Taussig, Ashley, and Cummings. The experiment was so satisfactory that it has been repeated this year; and, in the absence of Professor Taussig, Professors Ashley and Cummings have each lectured for six weeks. If the numbers continue to grow, it may seem advisable in the future to take further steps in the same direction. But Upper Massachusetts, in spite of its historical associations, has abominable acoustic properties; the room in Boylston, which was suggested as an alternative, is redolent of Chemistry; and it may ultimately become necessary to invade the sacred precincts of Sanders Theatre. — In the absence of Professor Taussig upon his sabbatical, before referred to, his course on Economic Theory (Econ. 2) has been divided into two half-courses, and undertaken by Professor Ashley and Professor Macvane. Professor Macvane’s action will do something to break down that middle wall of partition between departments which is sometimes so curiously high and strong in this University of free electives. It need scarcely be added that to those who know how considerable have been Professor Macvane’s contributions to economic theory, and how great his reputation is with foreign economists, he seems altogether in place when he takes part in the economic instruction of Harvard University. — Professor Taussig’s course on Railway Transportation (Econ. 5) has been assigned for the present year to Mr. G. O. Virtue, ’92; his other courses have been suspended. — Mr. John Cummings, ’91, has returned, with a year’s experience as instructor and his doctorate, from the University of Chicago, and is now an Assistant in Econ. 1; he is also offering a new course on Comparative Poor Law and Administration. — The instructors in this, as in other Departments, find themselves increasingly hampered by the difficulty of providing the necessary books for the use of students. Oxford and Cambridge Universities, with hardly more students than Harvard, have libraries in every college, together with the Union libraries and the University libraries; here in Harvard, if an instructor in class mentions any but the best known of books, the chances are that there is only one copy in the place,— that in the University Library; and unless he has been provident enough to have that book “reserved,” some undergraduate promptly takes it out, and nobody else can see it. It is true that undergraduates ought to buy more books; but frequently there is not a copy to be had even in the Boston bookstores. It would certainly be a great relief if the societies could see their way to create, each for itself, a modest working library of a few hundred books. Meanwhile something may be done by strengthening the Departmental Library in University Hall. This, which owes its creation to the generosity of some of the members of the Class of 1879, is in urgent need of enlargement; and the professors in the Department will be glad to hear from any graduate whose eye this happens to catch. — Finally, it may be advisable to mention that, as the result of careful deliberation on the part of the members of the Division Committee, a detailed statement of requirements for the Degree of Doctor of Philosophy in Political Science was drawn up last spring, and will now be found at the end of the Division pamphlet This Statement is noteworthy in that it defines for the first time the “general” examination, and the examination on “a special field;” and also for the stress it lays upon “a broad basis of general culture ” as the foundation of specialist work. “A command of good English, spoken and written, the ability to make free use of French and German books, and a fair acquaintance with general history ” are mentioned as “of special importance.”

ECONOMICS.

The Department of Economics began its work for the year under unfortunate circumstances. Professor Dunbar, its honored head, was compelled by ill-health to withdraw from academic work for the year, and was given leave of absence by the Corporation. His withdrawal rendered necessary changes in the courses of instruction. Of those announced to be given by Professor Dunbar, course 7, on Financial Administration and Public Debts, was undertaken by Dr. John Cummings, and course 12, on Banking and the History of the Leading Banking Systems, by Professor Taussig. The additional work thus assumed by Professor Taussig was made possible through the aid of Professor Macvane, who will conduct during the second half-year that part of Economics 2 which had been announced to be given by Professor Taussig. Course 8, on the History of Financial Legislation in the United States, has been shifted to the second half-year, and will then be given by Dr. Joseph A. Hill, A. B. ’86, Ph. D. ’92. By this rearrangement all the courses originally announced will be given, and no diminution in the Department’s offering results from Professor Dunbar’s absence. — Another change has taken place, affecting course 1. The numbers in this introductory course have grown steadily of late years, and it is now taken annually by about 400 men. It had been the policy of the Department to conduct it not by lectures, but mainly by face to face discussion, in rooms of moderate size, the men being divided into sections for this purpose. As the numbers grew, however, it became more and more difficult to keep the sections at a manageable size, to find convenient rooms for them, and to secure efficient instructors. The alternative of lecturing to the men in one large room had long presented itself, but the probable educational advantages of instruction in smaller rooms by sections caused this alternative to be avoided. For the present year, however, the withdrawal of Professor Dunbar rendered some economizing of the force of the Department necessary, and it has been accordingly determined to try the lecture plan for the current year. All the members of the course meet in Upper Massachusetts, — a room which, by the way, proves reasonably well adapted for this use, — and there are given lectures by the various instructors who take part in the course. By way of testing their reading and securing for the instructors some evidence as to their attainments, a system of weekly written papers has been introduced. On a given day of each week the students write answers to questions bearing upon the work of that week and of previous weeks. These answers are examined and corrected, and serve as a means of estimating the diligence and attainments of the students. Whether this radical change of plan will prove to be advantageous remains to be decided by the year’s experience; but it indicates a change in the methods of college work which is making its way in all directions, and which presents new and difficult problems to instructors. — The Seminary in Economics opens the year with sixteen advanced students of good quality, and promises well. Two are Seniors in Harvard College; the remainder are members of the Graduate School. Four are candidates for the degree of Doctor of Philosophy at the close of the current year. The growth of the Seminary in numbers and the better organization of its work are part of the general advance of the Graduate School, which is now reaping the fruits of the marked gains it has made in recent years.

Like other departments, that of Economics finds itself confronted with the problem of the best mode of dealing with large numbers of students in the courses much sought for, and especially in the general introductory course. Economics 1 is now regularly chosen by from 450 to 500 students. Well-nigh every undergraduate takes it at some stage of his college career, and the question of its numbers seems to be simply a question of the number of students in the College and Scientific School. This great demand for general training in the subject has imposed on the Department an obligation to make its instruction as stimulating and efficient as may be, and yet has made this task more difficult than ever before. Inevitably, the old method of dividing the course into sections for all of the instruction has been abandoned. Its place has been taken by a mixed method of lectures and oral exercises. Twice a week, lectures are given to the whole course in one large room. Upper Massachusetts, remodeled, reheated, and reseated, serves for these lectures, — not well, but not unendurably ill; there is great need, for the use of the large courses, of a new and well-equipped building. The lectures are largely in the nature of comment on assigned reading. The third hour in the week is then given to meetings in sections of moderate size, in which the lectures and the reading are subject to test and discussion. The course is divided into some fifteen sections, each of which meets its instructor once a week. At these exercises, a question is first answered in writing by each student, twenty minutes being allowed for this test; the remainder of the hour is used in oral discussion. Some continuous oversight of the work of students is thus secured, and opportunity is given for questions to them and from them. A not inconsiderable staff of instructors is necessary for the conduct of the sections, and a not inconsiderable expenditure by the Corporation for salaries; but some such counter-weight on the lecture system pure and simple is felt to be necessary. The Department has been fortunate in securing trained and competent instructors for this part of the work; and the new method, if not definitively adopted, is at least in the stage of promising experiment. — During the second half year of 1898-99, the place of Professor Ashley, who is absent on leave, is taken by Dr. Wm. Cunningham, of Trinity College (Cambridge, England). Dr. Cunningham and Professor Ashley are easily the leaders among English-speaking scholars on their subject, economic history; and the Department has cordially welcomed the arrangement by which the scholar from the Cambridge of England fills the place, for the time being, of the scholar of the American Cambridge. Dr. Cunningham gives two courses in the current half year, — one on Western Civilization in its Economic Aspects, Mediaeval and Modern, the other on the Industrial Revolution in England.

ECONOMICS.

The Department finds, as usual, large numbers of students to deal with during the current year. In the introductory course, Economics 1, nearly 500 students are enrolled, and once again it appears that the University has no good lecture room adequate for the accommodation of such numbers. The system of instruction which has been in use in this course for several years is continued. For part of the time, lectures are given to all members of the course; for the remainder of the time, it is split into small sections for question and discussion. So long as lectures are given at all, there is little gain from splitting the course into two or more parallel courses, as has sometimes been proposed; but the absence of a good lecture room for the whole number makes the present situation trying. In its advanced courses, the Department has again the services of Prof. Ashley, who returns after a year’s leave of absence, and finds large numbers enrolled in his course on modern economic history. His advanced course, on the history and literature of economics to the close of the 18th century, also attracts a satisfactory number of mature students. Prof. Cummings omits for the year his course on the labor question; but compensation for this is found in Philosophy 5, a course having a similar range of subjects, which is again given by Prof. Peabody, who has returned from his year’s leave of absence. Professors Dunbar and Taussig give, without material change, the courses usually assigned to them. — The Department assumes some additional burden through a change in its plans for the publication of the Quarterly Journal of Economics. That journal, whose 14th volume begins with the opening issue of this year, is hereafter to appear in more ambitious form. Its size will be somewhat increased, the departments varied, and the elaborate bibliography of current publication will be strengthened. At the same time the price goes up from $2 to $3 a year, — a change which, it is hoped, can be carried out without a loss of subscribers.

ECONOMICS.

An unusual number of changes have to be noted in this Department. Prof. Taussig’s leave of absence, and Prof. Ashley’s recent resignation, have made it necessary to call in several men from the outside to give instruction during the present year. Prof. Taussig’s work is provided for in part by Prof. C. J. Bullock, of Williams College, who is giving the courses on finance and taxation, — and in part by a redistribution of the work among the members of the regular teaching staff. Dr. Andrew has charge of Economics 1, and Dr. Sprague of Economics 6, on the Economic History of the United States. Prof. Ashley’s courses, as announced for the year, have been provided for as follows: Prof. Wm. Z. Ripley, of the Massachusetts Institute of Technology, is giving course 5 on Statistics, and is to give the latter half of course 17 on the Economic Organization and Resources of European Countries, Mr. Meyer having charge of it during the first half year. Dr. C. W. Mixter is giving course 15 on the History and Literature of Economics to the opening of the 19th century. In addition, Prof. Ripley is giving course 5a on Railway Economics. In the second half year, Mr. W. F. Willoughby is to give courses 9 and 9a on Problems of Labor. — The courses preparing for a business career have been extended somewhat. Mr. W. M. Cole continues his course on the Principles of Accounting, and Prof. Wambaugh his course on Insurance. In addition to these, Mr. Bruce Wyman is conducting a new course on the Principles of Law in their Application to Industrial Problems, using the case method as it has been developed in the Law School. The popularity of these courses, in spite of the unusual severity of the examinations, is some indication of their success, and suggests, at least, the practicability of still further extensions. While there is a tendency in some quarters to carry the idea of commercial education to extremes, it is to be noted that these courses neither pretend to take the place of business experience, nor to teach those things which can be learned better in a business office than in any institution of learning. Moreover the work is confined to a mastery of principles and not to the gaining of general information. — The number of students in the Department continues large, there being upward of 480 in course 1, and about 1100 in the Department as a whole, not excluding those counted more than once. The housing of Economics 1 continues to be a problem, as Upper Massachusetts is uncomfortably packed at each meeting. More difficult, however, is the problem of finding small rooms for the 11 sections into which this class is divided for discussion and consultation once each week. — The Board of Overseers have confirmed the appointment of Dr. A. P. Andrew, Dr. O. M. W. Sprague, and Mr. H. R. Meyer as instructors without limit of time. — The change from two dollars to three dollars per year in the subscription price of the Quarterly Journal of Economics has been followed by no diminution in the number of subscribers, and the hope of the editors that the Journal might be conducted on a somewhat more ambitious scale is being realized.

Prof. Taussig’s continued absence has occasioned some readjustment of work within the Department during the present year. Dr. A. P. Andrew has full charge of Course I, Dr. O. M. W. Sprague of Course 6, and Prof. T. N. Carver of Course 2, while Prof. Taussig’s course on Adam Smith and Ricardo has been combined with Dr. C. W. Mixter’s course on Selected Topics in the History of Economic Thought since Adam Smith. Prof. W. Z. Ripley, formerly of the Massachusetts Institute of Technology, has accepted a professorship in our Department, and is giving Course 9 on Problems of Labor and Industrial Organization, the first half of Course 3, on the Principles of Sociology, the second half of Course 17, on the Economic Organization and Resources of European Countries, and Course 4, on the Theory and Method of Statistics. Dr. E. F. Gay, who has spent several years in Europe investigating in the field of economic history, has accepted an instructorship here, and is giving Courses 10 and 11, on the Economic History of Mediaeval and Modern Europe.

The interest in the work of the Department continues to grow. Economics I has 542 students, as compared with about 480 at this time last year. Mr. Wyman’s course (21), on The Principles of Law in their Application to Economic Problems, now contains over 60 students, as compared with 38 last year. Other courses show no great variation one way or the other, except Prof. Ripley’s course in Statistics. The interest which is being revived in this too much neglected field promises well for the future of economic studies in Harvard.

The change in the hour of Economics I from Monday, Wednesday, and Friday, at 9, to Tuesday, Thursday, and Saturday, at 11, was necessary in order to find a suitable room. This makes it possible for a larger number of Freshmen to elect the course, since it no longer conflicts with History I. Whether this is going to prove advantageous or not remains to be seen. At present the policy is to discourage Freshmen from electing this course. If there should be a considerable increase in the number of men who complete the college course in three years, it may be advisable to allow some of the more mature members of the Freshman Class to take Economics I. In that case it will be necessary to increase the number of courses which are somewhat general in their scope. Thus the course on Economic Theory (2) might be made somewhat less special than it now is, and a new course covering the general field of Practical Economics might be started. In this way the evils of too early specialization might be avoided. However, no definite policy has as yet been decided upon.

The Department has secured the use of Room 24, University Hall, as headquarters. In this room the mail of the Department and of the Quarterly Journal of Economics will be received, and the exchanges will be available for immediate inspection. This room has also been fitted up with drawing tables and other apparatus necessary for practical work in statistics. It is the purpose to make it a statistical laboratory.

The accounts of the Quarterly Journal of Economics are satisfactory, and the subscription list is making slow but substantial gains.

ECONOMICS.

An interesting comparison between the allied departments of History and Economics is shown below on the basis of the number of students electing such courses. Some of the novel problems entailed by the rapid growth of the very large courses are now being considered by both departments. This rapid growth in large courses, coupled with the increase in the number of highly specialized courses, is bound to make necessary a constant increase in the instructing staff, if full justice to the work is to be done. Among the new courses offered for next year are the following: Economics of Agriculture, by Prof. Carver; Corporation Finance, by Prof. Ripley; Outlines of Agrarian History, by Prof. Gay; and American Competition in Europe since 1873 and The Indirect Activities of the State in Australasia and in Europe, by Mr. Meyer. A general revision of the methods of the Seminary is also under consideration, although plans in that direction are not as yet completed,

A prompt response to suggestions made to the committee on instruction in economics of the Board of Overseers, as to the needs of the Department, has been made by Mr. Arthur T. Lyman in the shape of a gift of $500, to be expended in the preparation of charts, maps, and other illustrative material. The courses in general descriptive economics, it was felt, can be very greatly improved by the use of such material. Chart cases had already been installed in the new department headquarters, but this will enable the services of an expert draftsman for commencing the preparation of a suitable collection.

Among the other needs of the Department expressed at this meeting was that of an adding and computing machine for use in connection with the courses in Finance and Statistics. It was felt that the so-called “Burroughs Adder,” so generally in use in banking houses and statistical offices, could be utilized to great advantage in the prosecution of original work. The cost of such a machine is approximately $350. It is also to be hoped in the course of time that a collection of illustrative material other than maps may be commenced. This would include, for example, samples of the leading raw materials whose classification enters into tariff discussions and debates, photographs of social and industrial establishments, and other material of this sort. Such a collection, within moderate limits, along the lines of the Philadelphia Commercial Museums, has already been begun at Dartmouth, Ann Arbor, and other places. It should be kept in mind as a possible department at Cambridge.

ECONOMICS.

Prof. Taussig has returned after an absence of two years, entirely restored in health. His resumption of work completes the working corps in the department, enabling it to offer its full list of announced courses. The number of graduate students is considerably increased over the preceding years, and there is every prospect of a successful resumption of the regular work in all lines.

The November number of The World’s Work contains the first of a noteworthy series of articles by Prof. Carver upon agricultural conditions in the West. Prof. Carver made a tour of some hundreds of miles on horseback during the summer, principally in the corn belt. It is his intention to supplement this tour by similar observations in other parts of the country in the coming years. This issue of The World’s Work forms distinctively a Harvard number, containing also an article on The Progress of Labor Organizations, by Prof. Ripley.

Among the new courses announced for this year are several by Prof. Bullock, one upon “The History and Literature of Economics,” with an additional research course entitled “Studies in American Finance.” Prof. Gay’s course upon ” The German Economists” last year met with so cordial a response that it has been expanded to a full course, covering the French as well as the German authorities. Mr. H. R. Meyer, having re- signed as an instructor, will continue as a lecturer, giving two courses upon “American Competition in Europe since 1873” and “The Industrial Activities of the State in Australasia and in Europe.”

ECONOMICS.

Economics 1 opens with an enrolment of 491 students, and is again the largest elective course in College. Government 1 is a close second, with 481 students; History 1 has 436. The numbers in Economics 1 are distinctly less than last year, which doubtless reflects the decline in attendance in the College at large. More than half of the total are Sophomores (255) ; the Juniors number 102, and the Freshmen 73. The resort to these three courses shows how strong is the trend to ward instruction in subjects connected with political life, and how great is the need for careful teaching and careful organization. Economics 1 continues to be conducted on the system which has been in use for some years past, and has been followed also in Government 1 and History 1. Two hours of lectures are given each week; for the third hour the course is divided into sections, in which there is a weekly examination, coupled with oral discussion of the subjects taken up during the week. Five assistant instructors conduct these sections, and the system seems to solve the problem of large courses satisfactorily.

In line with the policy adopted last year in the Department of paralleling the various undergraduate courses with advanced courses for graduate students, involving more or less research in each special field, Prof. Andrew is this year giving an advanced course upon the theories of crises, as a continuation of his larger course upon crises and cycles of trade.

An experiment intended to deal with the increasing difficulty of giving required reading to constantly enlarging classes will be tried in Economics 9b, through the publication of a casebook in economics similar to those in use in the Law School. The plan is to reprint official documents and detailed descriptions of particular phases of corporate economics, leaving to the lectures the task of supplying the connecting links and of tracing the development of the subject as an organic whole.

A valuable collection of charts of railway mortgages has recently been acquired through the generosity of graduates. These charts, prepared for the different railway systems, illustrate the exact character and situs of the securities. The collection of other charts and diagrams, made possible through the generosity of Mr. Arthur T. Lyman, is also making progress.
